Why does the job exist?

The General Manager II / Senior Deputy Director will:
  • Provide Income Support Division (ISD) with adequate leadership capacity to fulfill statuary requirements, goals and program compliance;
  • Provide leadership and oversight to all Systems Operations, Field Operations and Training Operations within ISD and ensure close coordination across these departments.


How does it get done?

The General Manager II /Senior Deputy Director is responsible for:
  • Being proactive in a human services environment that is constantly changing and growing with many immediate priorities and deadlines;
  • Communicating critical information to many parties throughout the division, agency, and other state agencies that are part of the decision making process and ensuring that appropriate action is taken in a timely manner;
  • Ensuring that effective outreach and communication is made to diverse populations;
  • Directing staff and guiding them in the most effective way to meet intended outcomes;
  • Developing strategies, establishing activities, and evaluating resources to meet short and long term goals;
  • Evaluating and determining activities needed to meet the requirements of updating rules and regulations of The Supplemental Nutrition Assistance Program (SNAP), The Temporary Assistance to Needy Families (TANF), The Low Income Home Energy Assistance Program (LIHEAP) and Medicaid programs;
  • Determining and allocating resources in order to meet the intended outcome;
  • Collaborating with staff and managers to ensure federal and state requirements are met;
  • Determining methods needed to meet short, strict timelines;
  • Evaluating complex situations or issues and providing direction to staff to ensure the appropriate solution.


Who are the customers?

  • The Health Care Authority (HCA) Income Support Division (ISD) Staff;
  • New Mexicans in need of safety net support services.


Ideal Candidate

The Ideal Candidate has experience:
  • Determining program priorities and setting program timelines to ensure efficient allocation of resources and timely delivery of program outcomes;
  • Establishing the program's operational framework, including the governance structure, to facilitate clear decision making processes and accountability;
  • Overseeing quality assurance efforts & ensuring that the program deliverables are of the highest quality and that they reflect the needs of the service population;
  • Utilizing a proactive approach to identify risks and barriers to program success & devising mitigation strategies to overcome them;
  • Helping to identify, report, analyze, and resolve data issues related to uniqueness, integrity, accuracy, consistency, and completeness of The Automated System Program & Eligibility Network (ASPEN) system with Deloitte;
  • Building a competent and diverse team; recruiting, leading, and mentoring staff through motivation and education;
  • Providing a clear vision and sense of mission for ISD.


Minimum Qualification

A Master's degree in any field of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic/functional strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include executive management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 50 lbs.
