JOB DESCRIPTION

TITLE: DIRECTOR OF HUMAN RESOURCES

QUALIFICATIONS & REQUIREMENTS:
  • Master's or Doctorate in Educational Administration preferred
  • Strong interpersonal, verbal, and written communication skills required
  • Demonstrated knowledge of HR laws, policies, and procedures applicable to Illinois public school districts preferred.
  • Successful experience in an HR leadership role in a public school district strongly preferred
  • Successful prior experience as an educator and/or school leader preferred
  • High-level proficiency in written/oral communication, negotiation/mediation, and organizational skills required
  • Ability to maintain strict confidentiality regarding employee personnel information
  • Professional Human Capital Leader in Education (pHCLE) certification preferred

  • POSITION OVERVIEW:
    The Director of Human Resources is a key member of the District leadership team, responsible for managing and overseeing all facets of human resources operations in support of the District's mission and strategic priorities. This position supports hiring, onboarding, benefits administration, compliance, leave policies, employee relations, training, and professional development for all classified personnel. The Director also facilitates collaboration with labor groups, ensures legal compliance, and implements innovative talent acquisition and retention practices.


    REPORTS TO: Assistant Superintendent of Human Resources & Talent Acquisition

    SUPERVISES: Administrative Assistant/Reception, HR Specialist, Benefits Coordinator, HR Sub & Operations Support, HR Clerk

    ESSENTIAL DUTIES & RESPONSIBILITIES:
  • Lead recruitment, hiring, screening, and onboarding for classified positions, substitutes, and temporary roles; determine wage placement and benefit eligibility.
  • Oversee the hiring process for all classified employees, ensuring legal compliance and consistency across the district; provide support in the certified hiring process, as needed.
  • Develop and implement recruitment strategies, including creating materials, attending career fairs, and building pipelines for diverse talent.
  • Support collective bargaining efforts from negotiation to implementation, including contract interpretation, grievance processing, and administrator guidance.
  • Administer all federal, state, district, and contractual leave policies, including FMLA, disability, military, and worker's compensation.
  • Oversee employee benefits administration, ensuring compliance with all relevant legal and policy mandates.
  • Coordinate mandated training for all district personnel and ensure alignment with legal requirements.
  • Prepare for and manage ROE/ISBE compliance visits (typically every 5 years).
  • Ensure compliance with FLSA, unemployment, FMLA, and absence/disability policies.
  • Participate in labor-management meetings and proactively resolve concerns using mediation and problem-solving techniques.
  • Maintain productive relationships with labor groups to support positive employee relations.
  • Assist in the evaluation and supervision of classified and temporary staff and enforce contractual and disciplinary policies.
  • Support human capital management and evaluation of licensed staff.
  • Provide leadership in developing evaluation systems and professional growth models.
  • Assist with classified personnel management and contract implementation.
  • Administer retirement policies and provide IMRF retirement support for classified staff.
  • Manage the criminal background check process and follow up on arrest/conviction reports.
  • Ensure proper maintenance, storage, and security of personnel records in compliance with federal, state, and district guidelines.
  • Evaluate and enhance HR operations and systems to improve efficiency and service.
  • Represent the District at unemployment hearings and related proceedings.
  • Coordinate onboarding and placement of student teachers and interns.
  • Manage applicant tracking, video interviewing software, and other HR technology platforms.
  • Facilitate district committees as assigned by the supervisor or executive council.
  • Promote Diversity, Equity, and Inclusion (DEI) in HR practices, including recruitment, training, and retention strategies.
  • Support and facilitate strategic initiatives related to human resources and staff development.
  • Analyze HR data to identify trends and support data-informed decision-making.
  • Support succession planning and leadership development for classified roles.
  • Perform other duties and assume responsibilities as assigned.

  • PHYSICAL & WORK ENVIRONMENT REQUIREMENTS:
    Ability to stand, walk, and sit frequently or for extended periods. Ability to travel to school buildings, events, and meetings.


    GENERAL COMMENTS:
    This position is housed within the Human Resources Department and supports the Assistant Superintendent for Human Resources & Talent Acquisition, Board of Education, and all District employees.
