Northrop Grumman Aeronautics Systems has an opening in the Apex Division for a Program Manager 3 to join our team of qualified, diverse individuals driving high quality program execution. through their direct support and performance as a leader of the Air Vehicle team. The successful candidate will lead a portfolio of subsystems programs within the Air Vehicle pillar and act as the Supplier Management Team (SMT) lead. The candidate's primary responsibilities will be managing execution of the program and supply chain efforts to ensure that contractual, technical, affordability, and schedule requirements are met. The individual will lead a cross-functional organization aligned to common program performance goals. The candidate is expected to be a highly motivated, resourceful, self-starter able to work collaboratively with internal program teams, external customers and suppliers in high-tempo environments. They should be comfortable with applying analytical reasoning skills, managing change and impacts to change, identifying continuous improvement and efficiency opportunities and possess solid organizational abilities. The position will support strategy and execution for subsystem implementation throughout the air vehicle and work in close partnership with other program IPTs, engineering, supply chain, and key functional stakeholders. The successful candidate will ensure vertical and horizontal integration across engineering and the IPT to optimize the performance of the team and drive execution.

This role is located in Melbourne, FL. Due to the nature of the role, an on-site presence is required and cannot be performed remotely.

Primary responsibilities will include but are not limited to:
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
  • Responsible for cost, schedule, technical, and risk management of subsystem programs with a focus on program planning, Earned Value Management, Risk, Opportunity, and Affordability Management.
  • Execute the air vehicle subsystems IPT statement of work consistent within established budgets, schedule, and cost performance measures to achieve the program objectives to include coordinating across all functional disciplines.
  • Leadership of NG Digital Transformation vision within the program IPT.
  • Manage risk, issue and opportunity processes. Identify potential risks and opportunities that could impact program performance and take proactive action to resolve issues regarding cost and schedule.
  • Interface with other program IPTs, Cost Management, and Schedule Management team to ensure accurate monthly Earned Value Management cost and schedule data for the program, including budget and schedule oversight.
  • Leadership of Supplier Management Team (SMT) strategy, development of procurement packages, negotiation, and execution of a portfolio of supplier procurement contracts.
  • Communicate program vision across the team to ensure outstanding tactical and operational execution of the program.
  • Develop sound stakeholder relationships and build a culture of reliable high performance within the team.
  • Measuring and reporting program performance.
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Creation, review, and finalization of the program Statement of Work.
  • Identifying, allocating, and managing program resources, including workforce planning
  • Establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Development and adherence to master plans and schedules.
  • Develop and ensure adherence to budget baselines including conduct of Earned Value Management (EVM) methodologies and tools, when required
  • Managing suppliers to meet program objectives.

Basic Qualifications:
  • Bachelor of Science in STEM and 8 years (or Master's degree and 6 years) experience supporting U.S. Government contracts and customers and/or project management in other industries
  • Related program management experience including a background in project management, program management, engineering, capture efforts, and/or business management
  • Must have prior leadership experience leading cross-functional teams
  • 4 years' experience in Project Management or Program Management related role
  • Prior CAM and Earned Value Management experience
  • Your ability to transfer and maintain the final adjudicated government Secret Clearance (DoD must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the company


Preferred Qualifications:
  • Active DoD Top Secret security clearance
  • Prior program management experience with programs valued at greater than $200M
  • Prior experience managing NAVAIR contracts

Salary Range: $161,500.00 - $242,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
