Job Description Summary
The Director, Operations (Human Resources) reports to a designated Senior Director or Vice President and is responsible for managing the Human Resources Division including operational and administrative matters such as talent management, compensation, labor, and regulatory compliance.
Job Description
Responsibilities include overseeing and coordinating:
GENERAL:
Development and implementation of human resource management policies and programs.
Manages integrated human resources information systems including compensation and benefits, training and development, employee relations, and staffing and personnel records.
Assists with the development and management of HR budget including participating in vendor selection and monitoring of vendor contracts
Organizational Improvement Initiatives and Internal Communications activities.
Prepares well written and thorough documentation, reports, presentations, decision papers, etc.
Is able to effectively and timely communicate with all levels of Authority employees.
Oversees and develops employee engagement program.
Establishes good working relationship with consultants.
Handles assigned special projects independently, in a thorough, complete and timely manner.
Conducts investigations of Human Resources complaints, as needed.
TALENT MANAGEMENT:
Establishment, implementation and administration of all staffing-related activities, including recruitment/hiring of full-time and contingent staffing, civil service, compensation and benefits.
Participates in the development and implementation of employee performance evaluation programs.
Participates in the development and implementation of employee career ladders to build a strong, competent workforce within the organization.
Oversees management of Authority-wide training programs to enhance leadership skills and provide staff and career development opportunities.
Sources and procures external contracts for common training needs as defined in the Authority's annual training plans.
Provides centralized planning, scheduling and other training program coordination and support.
Develops centralize training database and develops and maintains central training program library.
Develops and coordinates succession planning processes throughout the Authority.
COMPENSATION & BENEFITS:
Serves as Authority Salary Administrator.
Ensures compliance with collective bargaining salary structures.
Oversees management of employee health benefits programs including health benefits, pension, deferred compensation, etc.
LABOR RELATIONS:
Manages and oversees labor relations, including but not limited to collective bargaining negotiations and administration, discipline, grievances, etc.
Ensures a positive labor relations climate consistent with Authority policies, objectives and philosophy.
Advises Authority management on progressive employee discipline and oversees employee discipline process for the Authority; oversees the implementation of such policies.
Represents the Authority at arbitrations, mediations, unemployment hearings, and other administrative proceedings.
REGULATORY:
Ensures compliance with relevant Federal, State and City employment laws, including but not limited to those relating to immigration and naturalization, Equal Employment Opportunity, veterans affairs, Family Medical Leave Act, Americans with Disabilities Act, Fair Labor Standards Act, Consolidated Omnibus Reconciliation Act, civil service law and labor contracts.
Represents the Authority on applications, proposals or programs before governmental agencies, including but not limited to, the State Civil Service Commission and State Public Employment Relations Board.
Weighted Consideration will be given to candidates with:
Strong leadership and management skills
Expertise in all areas of Human Resources
Public/non-profit employment experience preferred
Familiarity with public pension and benefits plans
Familiarity with civil service a plus
Strong written and verbal communication skills
Experience with change management and process improvement initiatives
Working knowledge of Workday a plus
Ability to work independently and respond to time-sensitive issues
Possess strong analytical skills
Required Qualifications
Baccalaureate degree
Twelve years of full time, administration, experience in human resources, operations, construction, management, administration, or a related field; five years must be in an administrative or managerial capacity or a satisfactory combination of education and experience.

Twelve years of full time, administration, experience in operations, construction, management, administration, or a related field; five years must be in an administrative or managerial capacity or a satisfactory combination of education and experience.
