Description:
Copper River Technologies is seeking an experienced Construction Manager to join our team at the Portsmouth Naval Shipyard in Maine. The Construction Manager (CM) will provide technical services and expertise related to all phases of construction on a variety of projects within the AOR. Though work typically occurs in one of the following categories, it does not preclude that work from being performed in other categories as well.
This position will be onsite at the Portsmouth Naval Shipyard.

Responsibilities (include but are not limited to):
- Capable of tactfully and professionally communicating (orally and in writing) NAVFAC requirements and positions and be capable of engaging at multiple levels of authority to obtain decisive action from all affected parties, including the Construction Contractor (Contractor), Supported Commands, and other Agencies.
- Must understand that his/her recommendations will be strongly considered in forming the basis for final action by field office leadership.
- Reviewing pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
- Participating in pre-award contract meetings, such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
- Coordinating post-award contract meetings, such as post-award kickoff meetings as applicable), preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meeting, design review meetings (as applicable), LEED coordination meetings (as applicable), Facility Turnover Planning Meetings (NAVFAC Red Zone), and final inspections.
- Review of contractor administrative submittals, such as: schedules (both bar charts and networks); environmental protection plan; design (as applicable) and construction quality control plan; health and safety plan; and accident prevention plan, and coordinate review and recommend approval or rejection of technical "Government-approved" submittals, such as shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, and O&M data in a timely manner.
- Visit construction sites to monitor progress and solicit input from the Engineering Technician/Quality Assurance (ET/QA) representatives, review CQC reports and attend QC meetings.
- Recommend necessary action to assure contractor's quality control program is provided in accordance with the contract requirements and that three phases of quality control are being utilized.
- Based on technical knowledge and coordination with designer and construction contractor, provide technical solutions to unforeseen problems during construction. This may include independently reviewing field changes that have no impact on function of the facility or scope, cost or schedule of the contract.
- Provide project status updates to senior Government personnel within the field office.
- Preparing property record inventory documents for Government Project Manager, DD1354 Transfer and Acceptance of Military Real Property and Disposal of DoN Real Property, in accordance with NAVFAC Business Management System (BMS) and in coordination with Project Managers and Installation Real Property Accountable Officer (RPAO).
- Completing required items to assist in effectively closing out a contract, including tracking receipt and delivery of as-built drawings, O&M manuals/eOMSI and warranty documents for the Supported Command/facility manager or local PWD, in accordance with NAVFAC BMS.
- Keep the Government sponsor advised as to the status of projects, but the responsibility to plan and carry out the assignment is accomplished independently.
- Identifying the need (and subsequent reason code) for a modification to scope, cost and/or schedule based on collaboration with the construction contractor, Supported Command, designer and/or other entities.
- Supporting the issuance of requests for proposal.
- Ensuring funds are reserved for the modification.
- Prior to participating in negotiations led by Government personnel, support or coordinate the preparation of an independent government estimate (IGE), if the requirement exceeds the Simplified Acquisition Threshold amount.
- Preparing or coordinating the preparation of sketches and drawings in support of negotiations and issuance of the modification.
- Providing technical support for claims/disputes/terminations processing, negotiation, and resolution.
- Reviewing and recommending approval of contractors' schedules of prices as the basis for payments and subsequent invoices.
- Review and provide comment, for technical accuracy, statements of work and requests for proposals or quotations.
- Document and monitor the contractor's technical compliance and progress relative to assigned contracts/orders.
- Review construction contractor quarterly reports to the Contracting Officer documenting the contractor's progress and identifying any problems/issues with the contractor's performance and recommending possible notice or action to be taken by the Contracting Officer.
- Must include any significant quality and performance failures in a report to the Contracting Officer (such as adverse QA reports, non-compliance notices, deficiencies, or delays).
- Document and report any known or perceived vulnerability to fraud associated with contract/order performance.
- Clearly document the completion of contract performance in their final report.
- In conjunction with the Engineering Technician (ET), review Activity Hazard Analyses (AHAs) and ensure these are discussed by the construction contractor and their respective subcontractors prior to beginning each work activity or when a new work crew is to perform the work in accordance with the three phases of QC.
- Review pre-final contract drawings and specifications with respect to constructability and compatibility with actual field conditions.
- Attend contractor pre-bid project site visits and answer or document questions as permissible.
- Coordinate mandatory post-award contract meetings such as post-award kickoff meetings, preconstruction conferences, partnering meetings, schedule meetings, quality control (QC) (5-part) meetings, design review meetings, coordination and mutual understanding meetings, weekly production meetings, LEED coordination meetings, Facility Turnover Planning meetings (NAVFAC Red Zone), final inspections, and all other meeting deemed relevant to the position.
- Review contractor administrative submittals such as schedules, environmental protection plans, quality control plans, accident prevention plans, and coordinate review and approval of technical "Government-approved" submittals such as shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, and operations and maintenance (O&M) data in a timely manner.
- Monitor available project budget and time constraints, including relevant cost and schedule growth metrics, and initiating appropriate corrective actions, as necessary, to ensure funding thresholds and impacts to operational needs are not exceeded.
- Possess a keen understanding of schedules utilizing network analysis and the potential impact of modifications to the critical path.
- Review construction progress at the site, daily production reports, and construction quality control (CQC) reports.
- Attend QC meetings involving critical work activities. Take necessary action (including possibly recommending dismissal of QC Manager and/or other QC staff) to assure contractor's quality control program is in accordance with the contract requirements and that three phases of quality control are being utilized.
- Based on technical knowledge and coordination with designer and contractor, provide technical solutions to unforeseen problems during construction. This may include making recommendations to the official government liaison to approve field changes that have no impact on function of the facility or cost and schedule of the contract (no change in scope).
- Coordinate delivery, acceptance, inspection, and installation of Government furnished equipment.
- Coordinate installation of collateral equipment and connection of phone, data, other communication systems and utility services.
- Provide technical support during negotiations.
- Work with and provide support to the Construction Engineering Technician (ET).
Requirements:
- Registration as a Professional Engineer (PE) / Registered Architect (RA) is highly desirable, but not required.
- The candidate MUST DEMONSTRATE the following:
- A degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university.
OR
- A degree in construction management or engineering technology degree from a four-year Accreditation Board for Engineering and Technology (ABET) university.
- A minimum of seven (7) years of experience as a Construction Manager, Project Manager, Field Engineer or Quality Control Manager (QCM) on commercial/industrial type facilities, utility or waterfront-related contracts valued in excess of $5 million.
- Sound understanding of the overall supervision of construction operations.
- Sound understanding of engineering concepts, principles, and practices applicable to construction.
