Supervises: Direct Reports and Support Staff

Primary Purpose: Provide leadership for human capital division to ensure development of high-quality staffing, retention, and professional development of district personnel. Recommends and implements legally sound and effective human capital management programs, policies, and practices. Responsible for the strategic planning and implementation of human capital programs to include the human resources and talent development departments.

Qualifications:

Education/Certification:
Master's degree in human resources, business administration, education, or equivalent, doctorate preferred
Valid Texas Educator Certification required, Administrator/Superintendent Certification preferred
pHCLE and/or SPHR certification preferred

Special Knowledge Skills:
Knowledge of the selection, training, and supervision of personnel
Knowledge of wage and salary, benefits, and performance appraisal
Knowledge of school employment law, personnel law, and hearing procedures
Ability to implement policy and procedures
Ability to analyze and interpret data and statistics
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills

Experience:
Five years' successful experience in Human Capital or leading one or more capital functions (i.e. recruitment, professional development, performance management) in either a school district or another field.

Major Responsibilities and Duties:

Strategic Leadership
1. Communicate with the Superintendent regarding all relevant actions and developments.
2. Oversee relevant strategic initiatives with a primary focus on actions affecting the value chain that typically require cross-functional resource allocation.
3. Provide technical assistance in needs assessment activities focusing on group and individual factors essential to planning of a relevant action.
4. Develop relevant management systems and approaches to planning and evaluation.
5. Assist in the design and establishment of performance standards.
6. Assist in the selection of administrative personnel.
7. Work with division supervisors in cooperative planning.
8. Work with appropriate staff to develop, maintain, and revise programs and processes based on systematic review and analysis.
9. Plan the necessary time, resources, and materials to support accomplishment of goals.
10. Participate in the district-level decision making processes to establish and review the district's goals and objectives.
11. Actively support the efforts of others to achieve district goals and objectives and campus performance objectives.
12. Assist in developing effective change strategies for program operations.
13. Provide effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.
14. Develop and oversee employee engagement initiatives.
15. Attend all Board meetings.
16. Other duties as deemed necessary by the Superintendent.

Human Resources Management
17. Oversee recruitment and retention strategies for district personnel.
18. Oversee implementation of district screening and selection process for all employees.
19. Work with principals and other administrators to forecast staffing needs and develop staffing plans.
20. Administer employment contracts and supervise contract renewals and non-renewals.
21. Provide equal employment opportunity and work cooperatively with others to ensure compliance with federal and state laws and regulations.
22. Assist supervisory personnel in conducting due-process procedures.
23. Assist supervisors and principals with employee counseling and improvement plans where needed.
24. Oversee the necessary processing for issuance and renewal of state certificates and permits.
25. Work cooperatively with others to ensure compliance with federal law (Equal Employment Opportunity Compliance, Title IX, Fair Labor Standards Act) and local Board policy.
26. Provide up-to-date analytics of human capital metrics.
27. Serve as member of district's Medical Trust Fund.
28. Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned.
29. Oversee the District's certification process to ensure employees are certified

Talent Development Management
30. Direct and monitor employee performance appraisal and ensure that supervisors have proper training.
31. Administer and oversee orientation and induction programs for new employees.
32. Oversee pipelines utilized to fulfill staffing needs.
33. Collaborate with departments to build support for and successful implementation to the Human Capital work.
34. Provide succession planning, guidance, and support for key roles throughout the organization.
35. Evaluate job performance of department staff to ensure effectiveness.
36. Provide training and development for department staff.
37. Oversee development of district-wide professional development plans driven by district need.
38. Oversee implementation of district leadership support to build leadership capacity.
39. Oversee District's Educator Preparation Program (Odessa Pathway to Teaching - OPT).
40. Engage in strategic partnerships with local institutes of higher learning.

Compensation and Benefits
41. Develop and implement the district's compensation plan and procedures for salary administration and placement of new hires.
42. Oversee compliance with federal wage and overtime laws and ensure proper timekeeping for nonexempt personnel.
43. Works with finance to calculate cost estimates for compensation and benefit recommendations.
44. Oversee the district's health insurance, optional employee benefits, workers' compensation, and unemployment compensation benefit programs.

Employee Relations
45. Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them.
46. Oversee policies and processes associated with employee complaints and grievances.
47. Implement and oversee effective districtwide employee recognition programs.
48. Ensure effective, efficient, and courteous customer service.

Budget
49. Develop and monitor the annual budget for all departments within human capital division.

Supervisory Responsibilities:
50. Supervise and evaluate the performance of human capital division staff.

Working Conditions:
Mental Demands/Physical Demands / Environmental Factors:
Maintain emotional control under stress. Frequent districtwide and statewide travel. Occasional prolonged or irregular hours.
