TRP054 Trans Specialist 5 (PG-O) - District Area Manager

JOB SUMMARY: Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as a lead worker providing training to lower level staff.
JOB SPECIFIC DUTIES: Under limited supervision, directs the daily activities of a Department of Transportation Construction and Maintenance Area Office. Coordinates supervision of the construction of all roadway and bridge projects assigned to the Area Office, planning and organizing activities and resources. Assigns personnel and resources to various projects, and administer personnel-related actions. Coordinates the supervision of all roadway maintenance activities in the Area. Serves as the Department's liaison with local government officials and the general public and addresses public complaints and requests for project or road condition information.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
Bachelor's degree in a related field and Three years of related experience
OR Associate's degree in a related field and Four years of related experience
OR One year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
Demonstrated ability to monitor expenditures to ensure cost effective support of programs and policies.
A familiarity of transportation operations necessary to manage through subordinate personnel the overall activities of both construction and maintenance.
Demonstrates excellent leadership skills.
Demonstrated experience supervising, managing, evaluating or training subordinates and/or consultants.
Displays a high level of commitment towards work and high standards of ethical conduct.
Committed to providing quality customer service.
Demonstrated experience to solve practical problems by choosing appropriately from a variety of mathematical techniques.
Displays excellent communication skills with demonstrated experience to interact effectively with management, subordinates and outside public.
Demonstrated experience to read and comprehend procedures, methods, and all other documents associated with roadway and highway construction and/or maintenance activities.
Demonstrated experience to write or supervise the preparation of reports and correspondence.
Demonstrated experience improving established methods or creating new methods when established methods and procedures are inapplicable or unavailable.
Demonstrated experience using technology to work more efficiently and improve work processes and products.
Demonstrated ability to analyze conflicts and negotiate acceptable solutions.
AGENCY PREFERRED QUALIFICATIONS:
Five or more years of demonstrated experience similar in the area of the advertised vacancy.
Three (3) year of Supervisory experience
