Clackamas County is seeking a dynamic, experienced, and visionary leader to serve as Deputy Director of Health, Housing and Human Services (H3S)-one of the County's largest and most impactful departments. Clackamas County's Health, Housing and Human Services (H3S) Department serves individuals, families, and communities by providing access to high quality healthcare, housing, and services that strengthen social and economic resilience. H3S delivers a wide range of vital services through six divisions:
Reporting directly to the H3S Director, the Deputy Director leads the internal operations and administrative functions of the department. This includes oversight of strategic planning, performance improvement, policy development, and organizational management. You will act as a thought partner to the Director, and serve as the Director's designee in their absence.
Your leadership will ensure that the department's infrastructure and systems are agile, aligned, and equipped to meet current and future needs of Clackamas County residents. You will collaborate across all divisions and with external stakeholders to build operational excellence and increase impact.

TYPICAL TASKS
Personnel Management
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
This position will require to be on-site for training and onboarding. Remote work will be discussed after successful completion of training and onboarding.

- Champion equity, inclusion, and culturally responsive service delivery.
- Strengthen partnerships with other County departments, community-based organizations, and state/federal agencies.
- Represent the department and act on behalf of the Director when needed.
- Proven success in leading operations for a large, complex public or nonprofit organization
- deep knowledge of health, housing, and human services systems and regulations
- strong interpersonal skills and a collaborative leadership style.
- Demonstrated ability to lead organizational change, process improvement, and performance management.

- A minimum of eight (8) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
- Demonstrated experience in operational management, program oversight, and team leadership.
- Supervisory, leadership, or program management role in one or more of the following: human services, social services, housing, community development, public health, or health care organization.
- Working knowledge of Health, Housing and/or Human Services programs at the state and/or federal level.
- Familiarity with the development of compliance monitoring programs for both internal and subcontracted services.
- Experience with budget administration, cost analysis, and public funding sources and/or financing methods.
- Strong analytical skills in labor relations.
- Strong interpersonal skills and ability to effectively engage with the community.
- Track record of successful collaboration with diverse internal teams and external partners.
- Exceptional organizational, communication, and decision-making skills.
- Experience developing and implementing equity-centered practices and policies.
- Master's in Business Administration, Public Administration, Human Services, or other relevant fields of study directly related to H3S operations
- Related public sector experience (local, state regional or federal)
- Must pass a criminal history check which may include national or state fingerprint records check

TYPICAL TASKS
Personnel Management
- Provide direct supervision to assigned Division Directors, ensuring alignment with departmental goals and expectations.
- Offer strategic guidance and consultative support to H3S managers and supervisors on personnel matters, including progressive discipline, grievances, staffing, recruitment, and employee development.
- Conduct in-depth analysis and evaluation of labor relations issues presented by employee associations, the Department of Employee Services, and departmental leadership.
- Prepare reports, letters, and official documentation on personnel matters for review and approval by the Department Director.
- Coordinate and manage potential departmental layoff actions in accordance with County procedures and labor agreements.
- Conduct performance evaluations for direct reports and ensure compliance with performance management standards.
- Participate, as needed, in collective bargaining sessions and arbitration hearings representing departmental interests.
- Oversee the development of annual budgets for all H3S divisions, ensuring fiscal plans align with departmental and County financial strategies.
- Review, monitor, and refine budget submissions in collaboration with Division Directors to meet County and departmental guidelines.
- Coordinate and assist in the presentation of the department's budget to the Board of County Commissioners and the County Budget Committee.
- Work in partnership with County Finance and division managers to coordinate fiscal operations, reporting, and budget implementation.
- Lead the development and implementation of department-wide policies and procedures, ensuring consistency with County standards and operational needs.
- Review and provide official feedback on proposed County-wide policies from an H3S perspective, assessing potential impacts and compliance considerations.
- Assist division-level policies and procedures, ensuring alignment with County policy, state and federal regulations, and ethical administrative practices.
- Review division-specific contracts for adherence to County contracting guidelines and compliance requirements.
- Provide consultation and guidance to division contract managers to ensure effective contract development and management.
- May draft and administer service contracts or purchase agreements and assist in monitoring contractor performance for legal, fiscal, and programmatic compliance.
- Collaborate with County Counsel on legal issues related to contracts and coordinate any necessary legal actions.
- Serve as a senior executive liaison with other County departments on matters related to accounting, payroll, data systems, facilities, personnel administration, and risk management.
- Actively participate in County-wide committees or task forces to support new initiatives and cross-departmental coordination.
- Foster partnerships across departments to align shared goals and maximize impact on County-wide priorities.
- Lead and coordinate major departmental and County initiatives, including the development and execution of comprehensive project management plans.
- Support continuous quality improvement efforts through data-driven decision-making and collaboration across H3S divisions.
- Act as the Department Director during absences, with full signing authority and executive responsibilities.
- Serve as a member of the H3S executive leadership team, helping to shape strategic direction and drive the department's mission, vision, and goals.
- Assess organizational needs and collaborate with staff to design and implement system-wide solutions.
- Provide leadership to department-wide workgroups, ensuring accountability and progress toward departmental objectives.
