Role Overview:

Reporting directly to the Chief Financial Officer, the primary function of the Controller is to oversee the day-to-day financial operations of the agency. Working through a team of subordinate managers and staff, the Controller is responsible for department-wide budgets, accounts receivables and payables, cash management, general accounting, reconciliation, analysis, and reporting of financial information. The Controller ensures efficient and effective financial operations through best practices, segregation of duties, internal controls, risk mitigation, and compliance with state requirements. As a strategic partner and department liaison, the Controller seeks out, builds, and maintains internal and external relationships to ensure service delivery is adapted as needed to meet changing needs and foster relationships.

Salary Statement:

The salary for this position traditionally starts at $75,010.00.

A Day in the Life:

The essential elements of the job duties:
Manage the accuracy and productivity of day-to-day financial activities of the agency.
Oversee and coordinate the agency's financial reporting, budgeting, forecasting, and financial analysis.
Direct and supervise the areas of Revenue & Treasury and Accounts Payable & Payroll.
Oversee the cash management of the agency, ensuring all deposits, disbursements and transfers are accounted for in the appropriate accounts, maintaining relationships with the banks providing service to the BMV/C's over 170 bank accounts, and providing oversight of the reconciliation process.
Supervise the daily distribution of fees and taxes collected, totaling over $900M annually, to the 92 counties and various state and other agencies.
Review contracts and MOU's and process documents related to the daily operations of the Finance Division.
Oversee requisition approvals and claim voucher processing.
Close monthly financial records and books on a timely basis.
Review and analyze the monthly detailed departmental financial reports that are provided to department managers to gauge the performance of their respective divisions and monitor expenditure and revenue trends.
Ensure that financial operations and year-end closing adhere to state statute, State Budget Agency, and the Comptroller's Office guidelines.
During meetings of the BMVC Commission, provide reports regarding the financial status of the agency that are appropriate for public discussion.
Preparation of the agency Biennium budgets in accordance with the parameters set by the State Budget Agency.
Preparation of the annual agency internal departmental budgets.
Develop and work with others within the agency to implement ideas for cost savings and greater efficiencies.
Serve as liaison with the State Board of Accounts, State Comptroller, and the State Budget Agency.
Coordinate, review, and evaluate the use of appropriate controls and standards for the agency.
Assist CFO in establishing priorities and deadlines for accomplishing long-range agency goals.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:
Bachelor's degree in Finance or related field, or equivalent practical experience, with at least three years of management background.
Ability to supervise others by assigning and directing work, conducting employee evaluations, training and developing staff, taking appropriate disciplinary/corrective actions when necessary and appropriate, and making hiring/termination recommendations.
Ability to establish and maintain effective working relationships with fellow agency employees and outside customers.
Thorough knowledge of the theories, principles, and practices of governmental fiscal management, accounting, budgeting, procurement, and auditing.
Extensive knowledge of State policies and procedures as related to agency fiscal management.
Must be familiar with Governmental Generally Accepted Accounting Principles.
Strong knowledge and ability to use automated financial and accounting reporting systems, specifically PeopleSoft Financials.
Ability to discharge all job responsibilities with integrity.
Extensive knowledge of agency organization.
Ability to create, maintain and improve the BMV's culture of teamwork, excellent customer service and cost effective use of the people's resources.
Ability to analyze and solve complex accounting and budgeting problems.
Ability to develop new or modify existing accounting procedures to meet agency operational needs.
Experience in analyzing expenditures and their trends to determine cost effectiveness.
Ability to communicate, verbally, written, and electronically in a clear and concise manner.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
