The Reliability Engineer analyzes equipment histories and trends, recommending and implementing long-term procedures, strategies, repairs, and solutions that eliminate recurring failures and improve reliability across the site. This role will interface with area personnel including process engineering, inspection, and operations to develop and progress solutions for the site's Reliability Top 10 List. This role will coordinate with maintenance planning and execution for the implementation of proposed multi-discipline solutions. This role provides technical support to the refinery in identifying and eliminating equipment failures, improving the quality of new installations and reviewing past operation and maintenance of assets to ensure equipment is designed, operated, and maintained in accordance with required standards, company engineering practices, and applicable industry codes.

Responsibilities May Include:
  • Champion the Reliability Top 10 List through identification and implementation of long-term multi-disciplinary solutions
  • Assist area discipline engineers with troubleshooting of bad actors
  • Optimize preventative maintenance strategies based on equipment criticality and operational history
  • Develop equipment asset strategies and champion reliability improvements
  • Identify key mechanical systems reliability indicators and ensures they are monitored, analyzed, and acted upon to increase equipment operational availability
  • Maintain key reliability metrics around equipment repair history, cost, lost profit opportunity, repair costs, etc.
  • Communicate reliability concerns, solutions, and trends effectively to the organization
  • Provide ballpark cost estimates, secure materials and equipment, and follow construction through commissioning on reliability improvement projects
  • Lead failure analysis and develop Cause Maps as part of the RCA process
  • Ensure MOC compliance of various upgrades
  • Champion QA/QC work practices and procedures
  • Perform periodic backfill for area discipline engineers and/or support for turnarounds
  • Develop maintenance and engineering procedures to institutionalize robust repair strategies and maintenance philosophies

Required Qualifications:
  • Legally authorized to work in the job posting country
  • Hold a valid driver's license
  • Bachelor's degree in engineering or related field
  • 5 or more years of experience in the refining, petrochemical, or related industry as a reliability, mechanical, maintenance, fixed equipment, I&E, or rotating equipment engineer
  • Willing and able to obtain a Transportation Worker Identification Credential (TWIC) (Information can be found at https://www.tsa.gov/for-industry/twic)
    • Must be willing and able, with or without reasonable accommodation, to comply with the following:
    • Travel up to 5% of the time
    • Occasional on-call duties
    • Work extended hours, which may include evenings, weekends, and holidays
    • Transport articles up to 50 pounds
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
    • Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications:
  • 7 or more years of experience in the refining, petrochemical, or related industry as a reliability, maintenance, mechanical, fixed equipment, I&E, or rotating equipment engineer
  • Familiarity with Reliability Principles (i.e. Weibull Analysis, Reliability Modeling, MTBF, etc.)
  • Ability to communicate effectively, both verbally and in writing, with all levels of the organization
  • Experience with SAP, Reliability Software (i.e., APM, Meridium), and inspection software (PCMS)
  • Experience developing Cause Maps and leading Root Cause Analysis teams
  • Results oriented and committed to continuous learning and self-development
  • Ability to lead work practice transformation of new initiatives within refinery organization


The Sweeny Refinery is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
