Summary:
The Sr Compliance & Quality Control Specialist plays a key role in the bank's compliance management system, leading complex reviews, driving program improvements, and serving as a subject matter expert for regulatory topics. This position partners with business leaders to proactively manage compliance risk and supports regulatory interactions. This individual also assists with community outreach efforts to ensure compliance with all aspects of the Bank's CRA Program.
Compensation Structure:
Grade: 19 Range: $31.17 - $48.32
This position may be eligible for an annual bonus depending on business factors and if the employee meets eligibility criteria.

This individual also assists with community outreach efforts to ensure compliance with all aspects of the Bank's CRA Program.

Essential Functions:
- Collaborate to establish the annual internal compliance and quality control schedule and conduct related reviews to test and evaluate the effectiveness of internal policy, procedures and processes. Issue reports and make recommendations for any remedial actions.
- Lead and execute advanced compliance monitoring, audits, and control reviews to ensure the overall CMS and compliance program is maintained and effective.
- Monitor, analyze and track pending or proposed changes to federal and state laws and regulations in Ncomply; utilize action plans to effectively communicate to management. Serve as a primary resource for interpretation and implementation of regulatory changes.
- Assist department and bank personnel with questions regarding implementation of bank policy and procedure and regulatory related questions.
- Perform periodic monitoring to ensure department procedures and processes are in compliance. Includes performing research, interviewing applicable personnel, preparing workpapers, recommending corrective action, and assisting in preparing reports.
- Compose, produce, and facilitate timely distribution of various correspondences with a high degree of accuracy, efficiency and professionalism.
- Monitor remediation efforts and action plans in Nfindings from examinations, audits, and compliance monitoring; retest when warranted.
- Collaborate to conduct risk assessment in Nrisk. Includes partnering with business units to identify, assess, and monitor inherent and residual risks.
- Monitor and review marketing and advertisement pieces/initiatives to ensure they meet federal and state regulatory requirements.
- Monitor and facilitate compliance training programs and support organizational awareness efforts, to include creating, preparing, conducting, reviewing, and tracking training as needed.
- Monitor and facilitate responses to customer complaints using Ncomply, including determination of the root cause and recommend training as appropriate if trends are discovered.
- Support regulatory audit inquiries, examinations and compliance monitoring reviews, including gathering applicable data, documents and materials.
- Maintain knowledge of policies, procedures, FDIC requirements, and federal and state law for compliance purposes.
- Provide assistance to internal and external auditors in compliance reviews.
- Represent compliance and actively participate on task forces, committees, projects, etc. on an ad hoc basis.
- Assist with annual review of appropriate policies, contracts and agreements to ensure bank compliance.
- Assist with maintaining the Bank's Quality Control Program. Review files for compliance to regulatory, investor, and internal bank policies.
- Serve as a key member of the CRA Committee, and work with Senior Management to attain CRA compliance goals.
- Collaborate with appropriate staff to increase CRA outreach efforts.
- Assist with updating the CRA Program, Policy and related documents including oversight of the Bank's Public CRA File.
- Lead oversight of compliance with the HMDA and CRA data collection, reporting, and disclosure requirements.
- Conduct quarterly CRA and HMDA Data Integrity Reviews.
- Compile, review, and document CRA Lending, Investment, and Community Service activity and maintain relevant CRA data and documentation to track CRA performance. Also lead in the preparation of the Bank's annual CRA Self-Assessment.
- Assist with development, implementation and ongoing compliance with Small Business Lending Data Collection.
- Maintain the Certification, Compliance, and CRA Homeport pages.
Additional Responsibilities:
- Maintain Safe Act compliance and registration for appropriate bank personnel.
- Other duties as assigned.
Required Education, Experience, and Skills:
- Bachelor's degree in business, finance, accounting, or related field; CRCM, CAMS, or other recognized industry certification strongly preferred.
- Minimum of 7 years of experience in regulatory compliance.
- Expert knowledge of federal and state laws and regulations i.e. Equal Credit Opportunity Act, Home Mortgage Disclosure Act, Community Reinvestment Act, USA Patriot Act, Truth in Savings, Truth in Lending, and all consumer protection regulations.
- Ability to read, analyze and interpret financial reports, legal documents, governmental regulations and professional publications; ability to effectively present information and respond to inquiries from senior management, attorneys, vendors, government agents and general public; ability to write reports and business correspondence.
- Ability to define complex problems, collect data, establish facts and draw valid conclusions, evaluate options and implement solutions.
