Position Overview: The position will lead the Capital Procurement Division, overseeing the delivery of compliant, timely, and high-quality procurement services performed by the division's staff. This leadership role requires strategic oversight of procurement processes, ensuring the effective management of construction-related procurements and the implementation of best practices. The incumbent will play a critical role in guiding the division in contract negotiation, management, and administration, as well as fostering collaboration across departments.

Assists in providing financial advice to management, City Council, and departments. Compiles data and information for reports, cost estimates, etc. Coordinates research information as requested or needed. Plans, implements, and evaluates programs and activities to improve operations or meet corporate requirements or strategic direction. Evaluates programs for effectiveness and accomplishment of goals. Provides information to departmental management for resolution of issues related to their division. Handles complex financial matters requiring substantial financial experience.
Responsibilities- Supervision and/or Leadership Exercised:
Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for dismissal.

- Graduation with a Bachelor's degree from an accredited college or university in a field related to Business or Public Administration or related field, plus five (5) years of experience in a related field, including two (2) years of experience which were in a supervisory or managerial capacity.
- Education may substitute for experience up to two (2) years.

Preferred Qualifications
- Experience in public procurement
- Experience in a public procurement leadership role with demonstrated experience in leading, managing, and training multi-disciplinary and cross-functional teams
- Relevant certifications such as CPPO , NIGP - CPP , CPPB , CPSM , CPCM , or C.P.M.
- Extensive experience in procuring construction and construction-related professional services, including alternative delivery methods
- Proven experience resolving complex formal contract disputes
- Ability to travel to multiple work locations

- Ability to communicate effectively both verbally and in writing.
- Ability to work with and coordinate between multiple agency and governmental structures to meet inter-local agreement goals and objectives.
