JOB SUMMARY
The Cross-Functional Team Member (CTM) serves as a strategic leader within the Transportation Department, responsible for driving operational excellence, safety, and innovation across a network of transportation terminals and fleet facilities. In support of HISD's mission to serve schools and students with reliability and care, the CTM provides strategic oversight for multi-site operations, ensuring safe and efficient student transportation services.
Reporting to the Deputy Chief of Transportation, this role leads critical cross-functional initiatives that include route optimization, fleet management, regulatory compliance, staff development, and performance monitoring. With a mindset rooted in continuous improvement, collaboration, and high expectations, the CTM ensures that operational decisions support the district's broader vision for equitable and safe student experiences. MAJOR DUTIES & RESPONSIBILITIES
1. Execute daily transportation operations in collaboration with executive leadership, including planning and implementation of bus routes, staff training, dispatch coordination, and trip scheduling-ensuring service reliability and school alignment.
2. Oversee special education transportation services, working in partnership with the Office of Special Education Services to ensure all staff are properly trained to meet students' physical, behavioral, and equipment-related needs with care and professionalism.
3. Lead and coordinate cross-functional terminal teams, managing fleet operations across multiple sites. Direct teams in maintaining buses, light- and medium-duty vehicles, and industrial equipment at high safety and performance standards.
4. Monitor departmental budgets with a focus on resource stewardship and adherence to district financial policies. Establish financial benchmarks and identify behaviors that impact budget compliance.
5. Analyze and report performance metrics (KPIs) related to fleet efficiency and cost management. Ensure consistency and accuracy in data reporting across locations, and communicate findings to department leadership in actionable formats.
MAJOR DUTIES & RESPONSIBILITIES CONTINUED
6. Manage and report state-mandated transportation data, including the Texas Education Agency's annual Transportation Reports. Use data to inform strategic planning and continuous improvement.
7. Lead staffing operations including the selection, training, supervision, and evaluation of transportation personnel. Ensure full compliance with federal Entry-Level Driver Training (ELDT) standards and district safety protocols. Participate in investigations related to accidents or student safety concerns.
8. Coordinate supplemental transportation services for McKinney-Vento students, facilitating cross-district logistics and ensuring timely, equitable access to transportation for homeless student populations.
9. Perform other duties as assigned, contributing to the overall success and strategic goals of the Transportation Department and HISD.
EDUCATION
Bachelor's degree in Business, Accounting, or a related field.
WORK EXPERIENCE
Minimum of ten years of recent and progressively responsible administrative and managerial experience in large fleet management, budgeting, engineering and maintenance.
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
Comprehensive knowledge of large fleet operations, transit logistics, maintenance, repair systems, fleet analysis, documentation procedures, strategic planning, employee training, management and organizational control development and improvement programs.
Ability to provide high level, complex analyses of operational trends and results.
Experience with projecting long term cost trends and development of cost control measures.
Strong functional ability in SAP, specifically plant maintenance and fleet module.
Extensive knowledge and experience using spreadsheets, pivot tables and relational database software to perform the analysis necessary to effectively cost and properly manage large fleet operations, and to perform cost trend analysis for vehicle maintenance and replacement cycles.
High level of strategic management and leadership skills.
Effective communications, technical writing, organizational, technical computer and accounting skills.
Strong knowledge of cost control and budgeting, vehicle and school bus specifications, and training program development.
LEADERSHIP RESPONSIBILITIES
Directs two or more levels of management deploying ongoing key initiatives covering multiple areas of discipline with direct accountability for results in terms of effectiveness, costs, methods, and employees. Establishes achievement objectives and assignments for multiple disciplines/functional areas and possibly departments. Evaluates recommendations of others, deciding on course of action in ambiguous situations, and oversees the deployment of innovative solutions. Collaborates with senior leadership to develop strategies and broad departmental objectives; establishes methods, techniques and evaluation criteria for projects, programs and people in the achievement of strategic objectives. Directly supervises principals and indirectly supervises all teachers in the feeder-pattern(s). Full management responsibilities for multiple schools including all aspects of line responsibility.
