Under Administrative Direction - Incumbents at this level are responsible for unusual, technical, complex, highly sensitive, political, and far-reaching work-related issues and for policy recommendations to political oversight groups. They plan, organize, and determine work methods, implementation mechanisms, and operating procedures used to achieve goals and objectives set forth by general plans, broad policies, budgetary limitations, and legal and professional standards. The incumbents have responsibility for planning and organizing work, as well as considerable latitude interpreting and applying broad policies, rules, and regulations. Work performance is measured by results and a governing body usually provides supervision.

CONDITIONS OF EMPLOYMENT:
Unclassified employees are "At Will" and as such, may be terminated at any time for any reason, or no reason. - Assists with development and implementation of the strategic direction for the department; assist with leading the engagement and marketing of the department to potential funding sources and represents the department in local, regional, state, and federal discussions which determine future funding possibilities.

- Assists with directing and overseeing the assessment and monitoring of the City population's health.
- Enforces all state and federal public health statutes and requirements and under the direction of the Health Director, has the authority to take actions as necessary to maintain health and prevent the spread of disease including broad emergency powers.
- Represents the department and the City before various advisory committees.
- Develops short- and long-term strategies to address public health issues throughout the City and directs the activities of the department in implementing these strategies.
- Within the assigned areas of responsibility, develops, recommends to the Director and upon approval implements policies, procedures and customer service and operational standards; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
- Assists with the development and administration of the department's annual budget; directing the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
- Plan, direct, coordinate and review the work plan for department staff and volunteers; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
- Ensure effective morale, productivity and discipline; plan, organize, administer, review and evaluate the activities and performance of staff; work with staff to establish work priorities and schedules; encourage and provide for staff training and professional development; interpret city policies and procedures for staff; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
