Job Description:

We are looking for a Senior Engineer for our Oracle Transaction Monitoring solution to bring Oracle FCCM design, development and delivery into the TD Technology Solutions team. You will also have the opportunity to provide technical guidance and leadership beyond your immediate project on significant strategic initiatives to modernize the technology and capabilities to align with the portfolio and enterprise technology roadmaps.

The primary responsibility of our team is to design, develop and maintain the AML technology platform that processes the banks payments through behaviour detection algorithms to detect suspicious and fraudulent activity.
The open role is for a person who is very familiar with the Oracle AML (OFSAA, FCCM) eco system and is able to design, develop , maintain all aspects of the AML technology platform and has the experience in solving complex batch processing.

The role will require that the person collaborates with the other stakeholders to ensure that the Oracle batches are meeting daily SLAs and any issues in that process are resolved in a timely manner. The person will also be involved in Reengineering Oracle Batches to stabilize and sustain the stability during US Time zone.

  • Responsible for design and development team providing both leadership and technical guidance.
  • Responsible to work with the various stakeholders , especially the compliance business teams, to understand and document requirements and then work with the broader engineering team to deliver these changes into production.
  • Work closely with support teams to ensure good application health.
  • Work with technology partners to ensure that environment modifications
  • interact appropriately, data conversion impacts are considered, and other areas of impact are addressed and meet performance requirements.
  • Ensure scheduled changes take place with proper testing, monitoring, and implementation and with little or no adverse impact to the business.
  • Oversee the integration of all systems, projects and technical interfaces to ensure a high level of service and support to the client and efficient system operation.
  • Lead effort to test, debug, and performance analyze and document environment components.
  • Foster an environment and culture that encourages productivity, innovation, process improvement, teamwork, and a high level of professionalism.
  • Act as an escalation point for all risks and infrastructure issues affecting the platform, and for working to define and implement mitigation strategies.


Depth & Scope:
  • Deep expertise and knowledge of Bank, technology standards and leading large and varied teams of professionals
  • Extensive knowledge and understanding of businesses and/or organizational practices/ disciplines
  • Advanced knowledge of external competition, industry and/or market trends in relation to own function / business
  • Directs/manages a large and diverse group / team of IT professionals (e.g. up to 50) focused on complex development, system enhancements, new releases, large-scale applications / projects across multiple product lines / businesses, involving significant scope and complexity
  • Sets operational team direction and works autonomously in the management of the unit and collaborates with others to establish and execute on common goals


Education & Experience:
  • Undergraduate degree or Technical Certificate
  • Graduate degree, preferred
  • 10+ years related experience


Preferred Qualification :
  • University degree, preferably in technology/ engineering
  • At least 15 plus years of experience with designing and delivering large scale enterprise grade applications preferably in Financial Services
  • At least 7 years of demonstrated experience with Oracle AML OFSAA products, Financial Crime and Compliance Management (FCCM) is a MUST
  • Excellent understanding of Mantas and AML KYC Risk calculations, behavior detection Scenario logic and alert post processing logic is required
  • Very good understanding of how a typical AML batch works to generate Cases and the investigations workflow till SAR/STR is filed.
  • Excellent working knowledge of PL/SQL, stored procedures on Oracle database is required
  • Excellent understanding of KYC party related reference data and the associated attributes and their usage for risk calculations in KYC and TM scenarios.
  • Exposure to big data and analytics platforms on Hadoop or on data lake platforms on the public cloud is a big plus
  • Strong interpersonal skills with demonstrated ability to forge strong relationships with key business partners, understand financial markets and regulation and apply analytics to drive commercial value
