Description
The City and Borough of Juneau (CBJ) is hiring a Municipal Clerk to join our team. The Municipal Clerk (referred to as "Clerk" hereafter) is the local official who administers democratic processes such as access to city records, elections, and all legislative actions, ensuring transparency to the public. CBJ is looking for an exceptional person to lead the Clerks' Division. Desired qualities are someone who exhibits impeccable ethics, holds themselves in a neutral/non-partisan professional demeanor, works well with the public, is able to juggle multiple priorities, can pivot between tasks quickly, and has precise attention to detail. It is highly desirable if the applicant is already a Certified Municipal Clerk (CMC).

WORKING HOURS AND LOCATION

This position works Monday through Friday from 8:00 AM to 4:30 PM. Your office would be located in downtown Juneau in City Hall. You will also be required to work some evenings and weekends to staff Assembly meetings.

Typical Responsibilities
The Clerk, under general direction from the City Manager, serves as the Chief Clerical Officer of the municipality in accordance with Federal Laws, State Statutes, CBJ Charter, Code, and Regulations. Key duties of the Clerks' office include providing support to the Assembly and its appointed bodies and providing a venue to direct democracy through public interface with its local government. The Clerk supervises the Clerk Division staff, as well as other CBJ staff liaisons, to ensure compliance with the Open Meetings Act, the Public Records Code, the Voting Rights Act, and other legal requirements.
Primary duties of the Clerk position include direct support to the Assembly through the creation and publication of Regular and Special Assembly meeting agendas, packets, and minutes, as well as those for any other standing committee or boards and commissions as appointed by the Assembly or assigned by the City Manager. The Clerk Division is responsible for administering all appeals to the Assembly and its quasi-judicial bodies and/or hearing officers. The Clerk serves as the Election Official for the municipality responsible for the conduct and execution of all municipal election duties by overseeing the work of all Clerk/Election staff, election contractors, and appointed election boards.

Minimum Qualifications
Desirable Qualifications
Education: Graduation from High School or the equivalent. A Bachelors degree in political science, public administration, or related field and/or Master Municipal Clerk (MMC) or Certified Municipal Clerk (CMC) designations are preferred.

Experience: Three years of experience with increasing responsibility as: Deputy Clerk, Law Office Manager, supervisor of an administrative process, or as a staff liaison to an elected or empowered board or commission.

Other: Must have a valid Driver's License at time of appointment (or within 30 days if the successful applicant is not yet an Alaska resident) and for continued employment.

Must become a registered Juneau voter within thirty (30) days of appointment and for continued employment.

Must be bondable by the municipality and must become a voter registrar for the State of Alaska and a Notary Public within thirty (30) days of appointment and for continued employment.
