Job Description

General Summary
  • Primary responsibilities include the development and implementation of IT applications and applications systems analysis and programming activities that enable the organization's business processes.
  • Manages IT professionals who design/develop or acquire/adapt application software. Provides overall direction and guidance to assigned project managers, reviews project requests, and coordinates schedules/departmental activities.
  • Prepares activity and progress reports regarding applications systems analysis and programming sections.
  • Applications Development may include both systems analysis and programming 'from scratch' or configuration of packaged products created by third parties.
  • Responsible for providing leadership, direction and guidance for the implementation, maintenance, enhancement and improvement of UMMS enterprise applications based on the strategic direction of the organization.
  • The Director exercises discretion, independent judgement, and strategic leadership to deliver enterprise information system. Builds relationships with business owners and vendors to improve alignment and communication. Responsibilities include establishing and administering operating and technology standards, development of new IT services, problem identification and resolution processes.
  • May assist in day-to-day production issues, act as escalation point to resolve urgent and/or complex user issues and manage business owner expectations.

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
  • Plans, organizes and directs departmental functions and activities including development, enhancement, implementation, and production support for software/hardware and/or infrastructure.
  • Develops, implements, administers, and modifies process to maintain the efficient and effective functioning of assigned responsibilities. Prepares proposals for enhanced services to customer departments.
  • Assists in setting departmental strategic direction. Implements short, medium, and long-range goals for the assigned area based on the goals of the Medical System and department in collaboration with Senior Leadership.
  • Collaborates with customers to complete project documentation adhering to interdepartmental project management standards. Works closely with customers to match projects to the organizational goals and objectives.
  • Directly supervises the performance of Information Services and Technology staff, including, hiring, firing, discipline, training and development, and performance review in accordance with UMMS policies and procedures. Recommends organizational structure and assignment of staff.
  • Establishes stand with the Senior Leadership

A. Assures appropriate administration of UMMS policies and procedures by subordinate managers and project leaders.

B. Establishes and implements departmental performance standards. Measures performance against standards and assures appropriate action is taken when standards are not met. Investigates irregularities and policy violations and implements or assure implementation of corrective action.

C. Reviews recommendations of and provides guidance and counseling to subordinate staff regarding employee relations matters. Promotes positive employee relations and resolves departmental problems. Resolves staff grievances as needed.

D. Provides in-service and continuing education for department staff. Promotes and encourages professional growth and development of personnel through attendance at in-services, workshops and seminars.
  • Assists in the formulation and approval of the Information System operating and capital expenditure budgets. Prepares and administers same for assigned areas, incorporating long and short-term goals and forecasting personnel, equipment, software and educational/training needs. Monitors expenditures to assure fiscal responsibility and accountability

A. Assists Senior Leadership with matters concerning department budget, major purchase priorities and projects requiring large capital expenditures. (Prepares annual capital and expense budgets and ensures the department operates within allocated funds.) Evaluates and approves or disapproves routine equipment acquisitions.

B. Develops and implements procedures necessary for cost-efficient operations.
  • Maintains appropriate records and statistics for administrative and regulatory purposes and assures the maintenance of complete and accurate records.
  • Fosters and maintains adequate internal and external communications. Keeps Senior Leadership informed of significant activities, needs and problems. May be called upon to perform responsibilities of Senior Leadership during periods of absence.
  • . In coordination with departmental management, ensures computer systems meet regulatory agency requirements.
  • Establishes performance improvement initiatives aimed at improving customer service, operating costs and departmental functions/department productivity.
  • Develops and executes effective control process and compliance monitoring procedures to ensure risks are measured, monitored, controlled, and mitigated.
  • Collaborates with other IT management staff regarding planning and execution of upgrades, implementations, optimizations and issues.
  • Assess and monitor employee satisfaction results, action plans, and assist Senior Leadership in the execution of improvement action plans.


Qualifications

Education and Experience
  • Bachelor's degree in Business, Computer/Information Systems, Health Care Administration or a related discipline; or equivalent combination of education certifications and work experience is required. Completion or current enrollment in a related Master's degree program is preferred.
  • Eight years progressively responsible professional experience in information systems development and implementation, or equivalent, is required.
  • Four years supervisory/management experience is required. Professional experience with budget management is required.

Knowledge, Skills and Abilities
  • Demonstrated leadership ability, and demonstrated effectiveness in supervising, evaluating, training, discipline and motivating management and technical staff successfully is required.
  • High level of proficiency and demonstrated effectiveness in problem solving and implementing new processes related to increased departmental and organizational operating efficiency.
  • Highly effective oral and written communication skills are required to train and supervise employees, and to work closely with Senior Leadership, hospital administration, and customers' personnel effectively.
  • Highly effective in project management, demonstrated effectiveness in planning, executing and communicating project challenges to the appropriate business owners and IT leadership in a timely manner.

Compensation:

Pay Range: $70.34-$112.31
