Description:

Responsible for the operation and maintenance of JEA water treatment processes H2.O Purification Facilities and district energy system. Responsible for coordinating with all other JEA areas that provide system monitoring and control support to Water/Wastewater/Reuse Production processes, including system optimization to ensure product quality, availability, and reliability. Responsible for maintaining control systems that support the collection of wastewater, and the distribution of potable and reclaimed water. Responsible for managing contracts and programs related to operational engineering & construction projects, maintenance planning, odor control, and major equipment repair and rehabilitation for JEA water, wastewater, and reuse facilities. Operates in an economical, reliable, and safe manner to ensure compliance with all applicable environmental regulations. Analyzes the day-to-day treatment process and provides technical recommendations. Proposes changes in operations and maintenance procedures to facilitate continuous improvement in the reliability and efficiency of the chilled water and water treatment processes. Reviews organization for possible savings in the areas of labor and materials, work techniques, and simplification of operations and maintenance activities. Responsible for the overall safety, cleanliness, and orderliness of the plant facilities.

  • Monitors and oversees the system operation and overall reliability of JEA's W/WW infrastructure, including chilled water, purified water, and potable water production and delivery, wastewater collection, and reclaimed water delivery to meet all regulatory requirements.
  • Oversees control center operation for water and wastewater treatment, reclaimed water delivery, and sewer collection.
  • Identifies areas for improved process reporting including SCADA generated information for optimized work flow and ensures OT systems are installed, operated, maintained and renewed to provide essential reliability.
  • Develops operational plans and procedures to meet the requirements of the St Johns River Water Management Consumptive Use Permit (CUP).
  • Identifies areas for improved operational performance, system reliability and system sustainability.
  • Participates in strategic corporate planning and oversees implementation in assigned areas.
  • Plans, organizes, trains, coaches, directs, and evaluates the performance of assigned staff, establishing performance requirements and personal development targets aligned with the JEA Scorecard and Strategic Initiatives, monitoring performance, and providing direction for performance improvement and development.
  • Participates in strategic corporate planning and oversees implementation in assigned areas.
  • Provides oversight and direction to operational and maintenance processes to ensure permit compliance.
  • Stays abreast of relative local, state, federal and global events and activities.
  • Provides leadership in meeting JEA's safety and wellness goals.
  • Oversees and participates in the development and administration of operating and capital budgets; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.

POSITION SCOPE

Responsible for operation and maintenance of H2.O Purification Facilities, 3 chilled water plants, 39 water treatment plants, 140 production wells, and 30 reclaimed delivery stations. Responsible for annual O&M budget of approximately $5M. Oversees approximately 60 employees.

REPRESENTATIVE OF JEA

May serve as JEA representative in public forums, conferences, industry organizations, and regulatory agencies.

Qualifications

Education : A b achelor's degree in business, engineering, or related field

AND

Experience : Eight (8) or more years-successful experience in the operations and/or maintenance processes of an electric, water, or wastewater utility. Specific water and/or wastewater experience preferred

OR

An equivalent combination of education, experience and/or training.

License/Certifications/Registrations : A valid driver's license is required prior to appointment and must be maintained during employment.
