JOB SUMMARY
The Routing Coordinator plays a mission-critical role in the strategic execution of Houston ISD's student transportation operations. Responsible for designing and maintaining efficient and equitable bus routes, this position ensures safe, compliant, and cost-effective services that directly support instructional time and student well-being.
Working collaboratively with departments across the district, the Routing Coordinator supports routing for general education, special education, magnet programs, field trips, and supplemental services. This role also oversees regulatory reporting, payroll coding, and continuous data monitoring to support accuracy and transparency. In line with HISD's commitment to operational excellence and service to schools, the Routing Coordinator ensures decisions are made with precision, urgency, and a student-first mindset.
MAJOR DUTIES & RESPONSIBILITIES
1. Direct the efficient deployment of district buses in accordance with HISD policy, ensuring that routing decisions support safe and timely student transportation.
2. Serve as a liaison to transportation management, campus staff, and families, providing guidance and ensuring full alignment with Board policy to deliver high-quality, responsive service.
3. Conduct routing analyses and demographic studies to improve transportation service efficiency and equity; provide operational insights to district leadership to inform broader transportation strategies.
4. Review and assess incoming routing requests, including stop creation, zone assignments, and safety reviews, to ensure alignment with district regulations and community needs.
5. Develop and interpret Standard Practice memorandums to support consistency in operations, route planning, and decision-making across the transportation network.
6. Support the development and implementation of departmental improvement plans, identifying cost-saving opportunities and operational enhancements aligned with HISD goals.

7. Supervise and manage route classifications and payroll coding, ensuring accurate, efficient compensation processes that comply with transportation and HR policies.
8. Lead route consolidation and optimization efforts, identifying efficiencies that reduce operating costs while maintaining service quality and safety standards.
9. Oversee mapping and demographic functions, using data systems to support strategic route planning and safe bus stop placements.
10. Collaborate with school administrators, special education teams, and district leaders to ensure routing and services reflect the specific needs of all student populations.
11. Monitor key performance indicators (KPIs) and use data analytics to evaluate operational effectiveness, proactively identifying areas for improvement.
12. Conduct routine audits of transportation routes and service levels, ensuring accuracy, safety, and adherence to performance and compliance standards.
13. Ensure full compliance with HISD transportation policies and applicable state regulations, including documentation required for reporting and audits.
14. Perform other job-related duties as assigned, contributing to the overall effectiveness and reliability of HISD's transportation services in support of students and schools.
EDUCATION
Bachelor's Degree

WORK EXPERIENCE
5 to 7 years working with transportation
Comprehensive knowledge of routing and scheduling school buses, transit logistics, routing software systems, systems control concepts and techniques, documentation procedures, strategic planning, employee training and supervision, and organizational development and improvement.
The ability to provide high level, complex analysis of demographic and transportation data for budgeting and planning is also required.
SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
SAP, Microsoft Office, Routing and GPS Software (ex. Edulog, EZ Routing, Samsara)
Office equipment (e.g., computer, copier)
Class B CDL, plus School Bus & Passenger endorsements, strongly preferred
LEADERSHIP RESPONSIBILITIES
Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have a formal supervisory responsibility. Leading and directing is restricted to monitoring work and providing guidance on escalated issues. Most of work time is spent performing man of the same duties they are leading.
WORK COMPLEXITY/INDEPENDENT JUDGMENT
Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

Decisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.
