The Virginia Department of Transportation (VDOT) is excited to announce a competitive opportunity to serve as a Program Analyst in our Central Office's Federal Programs Management Division. This position is located in Richmond, Virginia.

This position serves as strategic analyst on activities associated with assigned Division. Lead efforts to plan, develop, deliver, monitor and evaluate assigned program areas. Identify and apply metrics in reporting and tracking. Ensure accountability, integrity and clearly articulated business processes. Improve efficiencies and automation wherever feasible. Support multi-section business functions across the division.
Additional responsibilities include but are not limited to:
Program Support: Support standardization needs relative to metrics, evaluation, tracking, and establishment of business reporting and practices. Propose standards for the purpose of establishing uniform guidelines and procedures. Research, analyze, interpret, and develop policies, plans, and procedures.
Strategy Activities: Analyze and assist in development of federal planning, obligation and release strategies to maximize federal funds across all teams. Identify strategies to prioritize work processes, reduce redundancies and increase efficiencies in program delivery. Provide support in project review, analysis and approval.
Reporting: Prioritize and establish reporting protocols and stakeholder management processes to ensure alignment with goals and objectives.
Business Strategies and Goal Implementation: Research, compile and organize statistical data to explain and resolve discrepancies in processes or policies. Continually monitor and evaluate assigned program areas. Recommend solutions to issues with agency-wide scope or impact. Provide support for implementation of recommendations from credible sources and data. Support needs related to operations for assigned division or program area.
Minimum Qualifications
Ability to work well independently, as well as part of a team.
Ability to research, compile and organize statistical data into reports.
Knowledge of federal, state regulations, policies, and practices.
Knowledge of principles, practices and tools identified as essential to the assigned unit.
Skill in the use of computers, software applications and reporting tools.
Ability to get work done through others, set clear and reasonable expectations.
Ability to design, analyze, implement policies, procedures and programs.
Ability to communicate effectively both orally and in writing to all levels of employees and customers.
Ability to build constructive, effective relationships inside and outside the organization and provide strategic leadership.
Skill in problem-solving and decision making.
Additional Considerations
Experience in business administration or business analysis desired.
Prior experience implementing metrics, evaluating program performance and reporting desired.
Demonstrated skill providing support to various levels of an organization, both internally and externally
Demonstrated skill in project data report/development, management and interpretation
Ability to assess and/or develop written procedures and guidance
Experience partnering within and across division lines to achieve goals.
Ability to plan and conduct training, presentations and meetings.
Knowledge of VDOT programs, policies and activities.
