Director of Fiscal Policy (Fiscal Officer VI)
Position Overview
The Director of Fiscal Policy plays a crucial role in supporting the Chief Financial Officer (CFO) and other senior leaders within the Executive Office of Education (EOE) to drive the development, analysis, and implementation of fiscal policies that align with state education priorities. The Director will act as a subject matter expert in fiscal policy and will collaborate with various stakeholders across government, including the CFO, the Undersecretary/COO, the Executive Office of Administration and Finance, House Ways and Means, and Senate Ways and Means, to ensure that financial strategies and decisions reflect the Administration's goals.
This position requires strong analytical skills, a deep understanding of state budgeting and fiscal policy, and the ability to manage complex projects and processes. The Director of Fiscal Policy will be instrumental in shaping the state's financial strategy and supporting educational initiatives that promote long-term success.
Key Responsibilities
Fiscal Policy Development & Strategy
Budget Development
Coordinate the development of responses to budget inquiries from the Executive Office of Administration and Finance (A&F), House Ways and Means, and Senate Ways and Means. Ensure that all responses are consistent, accurate, and aligned with the state's fiscal strategy.
Project Management
Other duties as assigned.
Occasional local travel may be required.

Preferred Qualifications
5 years of experience in public finance, fiscal policy, education policy, or a related field, with a proven track record in budget management, fiscal analysis, and policy development.
Extensive knowledge and experience in the development, analysis, and management of state budgets, including the ability to navigate complex fiscal systems, regulations, and stakeholder interests.
Demonstrated experience with Massachusetts state finance law, as well as proficiency in using the Commonwealth's accounting system (MMARS).
Ability to generate reports and query the Commonwealth Information Warehouse (CIW), analyze data, and prepare reports to capture and display spending, revenue, and other financial activity.
Strong ability to work collaboratively with multidisciplinary teams, building consensus, solving problems, and effectively communicating with senior leaders, policymakers, and external stakeholders.
Excellent analytical skills, with the ability to interpret complex fiscal data, identify trends, and make strategic recommendations to inform decision-making. Experience with financial modeling and scenario analysis is highly desirable.
Experience managing large-scale projects, particularly in the areas of budget development, fiscal reporting, and system implementation. Demonstrated ability to lead change management efforts effectively.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Key Responsibilities
Fiscal Policy Development & Strategy

- Collaborate with the CFO and Undersecretary/COO in the budget submission to A&F to inform the Governor's budget proposal that support the priorities of the Administration.
- Provide thorough, timely, and accurate analysis on financial data and recommendations to the CFO.
- Assist in analyzing the fiscal impacts of proposed legislative budget proposals. Work closely with legislative bodies to evaluate the viability of funding recommendations and provide feedback to the Administration and key stakeholders.
- Regularly meet with key stakeholders within the Secretariat to understand the fiscal impact of proposed and current policy. Analyze how policy shifts can affect budgets and financial outcomes.
Budget Development

- Work alongside the CFO in overseeing the development and execution of the state budget for the Executive Office of Education, ensuring alignment with the administration's education priorities.
- Contribute to the development of financial models and scenario analysis that support the decision-making process. Utilize these tools to forecast fiscal outcomes, identify potential risks, and recommend actions to mitigate financial shortfalls or inefficiencies.
Coordinate the development of responses to budget inquiries from the Executive Office of Administration and Finance (A&F), House Ways and Means, and Senate Ways and Means. Ensure that all responses are consistent, accurate, and aligned with the state's fiscal strategy.
Project Management

- Collaborate with the EOE Fiscal team to assess internal processes, identify inefficiencies, and improve workflows. Recommend and implement best practices to enhance budget development, financial reporting, and policy analysis processes.
- Support change management efforts related to the roll out and implementation of the MOSAIC system. Assist with training, system integration, and the transition of fiscal processes to the new system.
- Lead the development of a centralized fiscal dashboard in coordination with the CFO to track the spend down of appropriations across the Secretariat. Ensure the dashboard provides clear, actionable insights for decision-makers to manage financial resources effectively.
- Oversee the tracking of all outstanding fiscal tasks across agencies, ensuring that deadlines are met.
