Description
The ideal candidate for Electric Manager - Operations is a forward-thinking utility professional with a strong background in electric system operations, regulatory compliance, and team leadership. They are well-versed in NERC-certified transmission operations, emergency coordination, and the use of grid analytics tools for real-time and long-range system planning. With at least seven years of progressively responsible experience-including three in a supervisory role-they understand the complexities of maintaining system reliability, navigating regulatory frameworks, and responding to operational challenges.

This individual brings a collaborative mindset, capable of working across departments and agencies to implement strategic initiatives, improve service delivery, and ensure audit readiness. They are confident communicators, skilled at motivating teams, managing projects and budgets, and fostering a culture of accountability, safety, and continuous improvement. The ideal candidate is committed to public service and brings a proactive, solutions-driven approach to supporting Redding's electric utility mission.
We are looking for someone to

  • Manage a team of NERC-certified system operators, a senior system operator, and an operation supervisor,
  • Serve as Operations Section Chief for the Incident Command hierarchy during system emergencies including weather, energy shortages, etc.
  • Coordinate and maintain the Electric Utility Emergency Operations Plan (EOP), including plan development, maintenance, training, and execution. Serve as lead coordinator for emergency preparedness and response efforts within the utility.
  • Represent the Operations group in cross-division initiatives, work groups, and utility-wide projects; serve as project manager when assigned to lead multi-department efforts.
  • Assist in the preparation of annual and biannual budgets for the group and perform tracking and reporting of project costs.
  • Implement changes and improvements to City and department policies and procedures to improve the efficiency of the Electric Utility and improve service to City customers.
  • Work with the staff of other electric utilities, City departments and commissions, the development community, consultants, and other agencies to facilitate the implementation of procedures, projects, and programs that will result in improved efficiency of the Electric department operations and provide better, cost-effective service to the customer.
  • Oversee and direct the preparation of material in accordance to NERC and WECC regulations and audits. Ensure NERC and WECC operational transmission standards are followed and trained upon, and that related evidence is gathered and fully prepared for audits.

Qualifications we're looking for

  • Knowledge of NERC regulatory requirements and the operation of a NERC Certified Transmission Operations group
  • Knowledge of grid analytics tools and software typically used to execute transmission planning, transmission outage coordination and real time transmission system studies utilizing personal computers
  • Knowledge of the responsibilities and interactions with other agencies including but not limited to Reliability Coordinator, Balancing Authority, and Area Coordinator
  • Ability to interact effectively with the public and employees
  • Ability to communicate effectively both orally and in writing; demonstrate highly developed skills in electric utility organization and supervision

Education, Experience, and Special Requirements:

Any combination of training and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
  • Typical education would include a Bachelor of Science degree in engineering, finance, accounting, business management, or a related field from an accredited college, university or equivalent.
  • Typical experience would include seven years of progressively responsible relevant work experience in electric utility system operations or engineering, planning, design, operation and maintenance of power systems, including project management experience with at least three years in a supervisory role.
  • Possession of a valid California driver's license, or the ability to acquire one within ten days of appointment.

Selection Process: Final appointment is contingent upon:

  • Passing a city paid fingerprint criminal conviction check (applicants 18 and older)
  • Passing of a pre-employment medical exam and drug and alcohol screening test (depending on position)


Veteran's Credit: Applicants who attach a copy of the DD-214 to their application indicating "Honorable Discharge" from military service and receive a passing score on the examination process will have two (2) additional points added to their final examination score.

Holidays:
An average of thirteen and a half per year. Fire Association covered employees receive a payment in lieu of holidays. Holiday compensation for Redding Peace Officers Association and Redding Police Managers Association employees has been converted to base pay.

Vacation:
Two weeks per year up to the fourth year of service, three weeks up to nine years of service, three and a half weeks up to fourteen years of service, four weeks up to nineteen years of service, four and a half weeks up to twenty-four years of service, five weeks after twenty-four years of service. For accrual rates for Fire Department shift employees, refer to MOU. Part-time and temporary employees may be eligible for some vacation/paid time off benefits.

Sick Leave:
Twelve working days of sick leave are accrued each year. Unused sick leave may be credited toward retirement. For accrual rates for Fire Department shift employees, refer to MOU.

Health Insurance:
Excellent medical, dental, vision, and life for employee and dependent, and long-term disability for employees.

Retirement:
Full-time employees are covered by CalPERS (formula is dependent on hire date and member status in CalPERS) and are not covered under the Social Security System.

Administrative Leave:
Management positions are eligible to receive 40 hours of administrative leave per calendar year as authorized by the department director; additional leave up to 40 hours may be granted by the City Manager.

Deferred Compensation Plans:
Available for interested employees.
Union Dues: Job classifications in the unrepresented group do not pay union dues.
Part-Time Retirement Benefit Program:
Part-time, seasonal, and full-time temporary employees either participate in the Social Security System or the PARS Alternate Retirement System depending upon bargaining unit assignment.

SDI:
Unrepresented positions do not participate in SDI.
