The Technical Program Manager (PM) oversees enterprise-wide IT operations and modernization efforts to ensure alignment with strategic objectives and service-level performance. Provide leadership for contract execution, manage resource allocation, direct cross-functional delivery teams, and maintain rigorous oversight of project planning, risk management, and stakeholder communication. Lead the development of the Program Management Plan (PMP), coordinate transition activities, and ensure successful performance across all projects.
The Program Manager is also responsible for developing and implementing strategic plans aligned with the organization's objectives, ensuring projects are managed from inception to completion. The Program Manager is involved in day-to-day project activities and leading transformative efforts to modernize and enhance IT infrastructure and processes. The Program Manager will also identify potential obstacles and implements mitigation strategies with strong budget management skills, which are essential to ensuring financial accountability throughout the project lifecycle.

Key Responsibilities:
- Serve as the primary point of contact for all program-level activities, deliverables, and reporting.
- Develop, maintain, and execute the PMP, Integrated Master Schedule (IMS), risk management, and communications plans.
- Lead customer meetings including monthly status reviews, and transition activities.
- Oversee compliance with contract terms, technical requirements, and quality assurance plans.
- Ensure effective collaboration across workstreams and resolution of cross-cutting issues.
- Report program progress, risks, and metrics to government stakeholders through standardized templates and dashboards.
- Coordinate timely delivery of all contractual deliverables, including staffing plans, performance reports, and quality metrics.
Education and Certification Requirements:
- Bachelor's degree in Information Technology, Computer Science, Engineering, or related discipline.
- Project Management Professional (PMP), or Certified Information Systems Security Professional (CISSP), or Certified Information Security Manager (CISM)
- ITIL v4 Foundation
Required Qualifications:
- 10+ years of experience managing enterprise-scale federal IT programs, including cost, schedule, and quality oversight.
- Proven success leading PMO teams in the execution of IT operations, modernization, and service delivery.
- Demonstrated experience developing program artifacts such as Program Management Plans, risk registers, and status reports.
- Experience with performance management frameworks, stakeholder engagement, and continuous improvement programs.
- Experience managing large IT programs under hybrid Firm Fixed Price (FFP) and Time & Materials (T&M) contracts.
- Strong communication, leadership, and decision-making skills across technical and business domains.
Preferred Qualifications:
- Familiarity with Agile methodologies and earned value management (EVM).
- Working knowledge of federal acquisition and compliance standards.
