Position Information
Under administrative direction, to plan, organize, direct, and manage a branch of the County Human Services Agency, including fiscal management, branch personnel management, program planning and evaluation, public and political relations; to act for the Director of Human Services, when delegated; and perform related work as required.
This is a multiple assistant executive management position in the County Human Services Agency with responsibility for managing and directing the functions of a specified branch.

Minimum Qualifications
Experience: At least four (4) years of responsible program experience above journey level in social services, eligibility and grant determination, employment and training or administrative and staff services work in areas such as personnel, administrative analysis, accounting, auditing, budgeting, or data processing. Two (2) years of this experience must have been in a full time supervisory capacity.
OR
Two (2) years of experience performing duties comparable to those of the California Interagency Merit System class of Program Manager I. Or, one (1) year performing duties comparable to the California Interagency Merit System class of Program Manager II will fulfill the experience requirement.
Education: A graduate degree in Public Administration or Business Administration or a Master's degree in social work or a Master's degree from a two (2) year counseling program. (Additional qualifying experience may be substituted for the required education on a year-for-year basis).

TRAINING & EXPERIENCE EXAMINATION - WEIGHTED 100%
The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate's knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination.
Examination administration and processing time is approximately two weeks after the closing date of the job bulletin.
ELIGIBLE LIST INFORMATION
A departmental open eligible list will be established for the county of Merced. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.
RETEST PERIOD
Once you have taken the examination, you may not retest for SIX (6) MONTHS from the established eligibility date.

- Plans, organizes, manages, coordinates, and directs the operations, programs, and services of the Family Services Branch, Administrative Services Branch, Social Services Branch, or Employment Services Branch of the County Human Services Agency.
- Directs and coordinates the fiscal management, personnel management, and program planning and evaluation functions of the Branch.
- Develops, administers, and insures proper expenditure controls for the Branch budget.
- Ensures correct granting of financial assistance to eligible persons.
- Maintains proper standards for public assistance grants.
- Completes annual budget and monitors compliance with State and Federal funding, rules and regulations.
- Oversees the proper selection of Branch staff in accordance with merit personnel standards.
- Serves as a resource regarding the interpretation of federal and state laws.
- May participate in the County collective bargaining process as a management representative.
- Conducts organizational studies implementing changes and procedures to promote the efficiency of operations.
- Represents the Agency with the public, community organizations, and other government agencies.
- May act for the Director of the Human Services Agency in the Director's absence or when delegated.
- May have responsibility for the Program Evaluation Unit and the Veteran's Affairs Office.
