Raytheon is seeking an Employee and Labor Relations (ELR) Manager to provide interpretation, advisement, and administration of provisions of the collective bargaining agreement. Come grow your career at Raytheon!

We are seeking an energetic and customer focused ELR Manager to join the Labor Relations team in Tucson, AZ! This individual will be responsible for development and implementation of Labor Relations strategies that support operational goals and promote an ongoing positive work environment. With minimal oversight, the candidate of choice is responsible for administration of company policy and labor procedures, responding to employee concerns, lead projects focused on development of operational leaders, and positioning yourself as a trusted resource on a wide range of HR inquiries. The successful candidate will support Tucson's Labor Relations team and report to the Associate Director of Labor Relations.

What You Will Do
  • Lead labor relations requirements, processes, and practices to ensure effective execution and compliance
  • Develop and deliver training targeted to supervisors and managers of bargaining unit employees
  • Manage research and compilation of facts, related to employee grievances
  • Oversee administration of a wide range of HR matters, including attendance, FML availability and usage, STD/LTD, benefits (death, life event, open enrollment, HSA, 401k), and PTO
  • Develop and maintain an effective relationship with union officials
  • Represent management in discipline hearings including research, gathering supporting information, creating documentation, and issue
  • Respond to employee complaints, recommend resolution, and provide guidance promoting a positive and productive work environment
  • Conduct employee investigations including Title VII, while maintaining confidentiality, managing interviews/case file, and recommending actions
  • Serve as advisor for leaders to facilitate achievement of objectives and improve performance and potential
  • Advise on grievance cases, arbitrations, and federal or state legislation
  • Collaborate with operational teams, and HR functional partners in support of represented employees and business operations
  • Establish programs and processes to facilitate creation of a positive work environment, conduct site assessments/audits, as required
  • Lead and participate in projects that support business and LR initiatives, as required
  • Manage (submit, review, approve, and analyze) data changes
  • Prepare for and support contract negotiations; including development of proposal and counter-proposal language, as required

This position works in a dynamic environment providing employee and labor relations support to bargaining unit employees, and their leaders. You will manage complex issues and utilize collaborative working styles to support operational objectives and promote a safe, respectful, and productive work environment.
  • You will work in a team environment supporting and being supported by other ELR professionals, which will allow you to take in many decades of Labor Relations experience.


Qualifications You Must Have
  • Typically requires a University Degree or equivalent experience and minimum 8 years of prior relevant experience, or an Advanced Degree in a related field and minimum 6 years of experience
  • 4+ years of labor relations experience
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.


Qualifications We Prefer
  • Experience supporting leaders in an organization with employees covered by a collective bargaining agreement, manufacturing a plus
  • Experience representing management in the grievance process
  • Full-cycle investigation experience, including Title VII
  • Experience supporting leadership training and development
  • Ability to collaborate effectively and independently with individuals at all levels in the organization including executives
  • Strong presentation, facilitation and communication skills including proficiency in Microsoft Office Suite
  • Knowledge of applicable state and federal employment, labor, and compliance requirements

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
