Job Duties:
The Virginia Retirement System (VRS) is seeking a Communications Strategy Manager (CSM) to develop and execute communications strategies to educate, inform and engage VRS audiences. The CSM leads the communications group with the Strategic & Digital Communications department, setting direction and standards, overseeing production and quality control of the agency's newsletters; email communications; member guides and handbooks; video and web content; presentations; reports; and the agency's social media sites. The CSM is responsible for ensuring external-facing content adheres to agency standards, philosophy and branding protocols. This position also supports the Director of Strategic Communications in executive communications, investment communications, media relations and incident response.
Additional Essential Duties and Responsibilities include the following:
Lead VRS' communications outreach to VRS audiences, including campaign development and cross-agency support.
Analyze complex topics, such as statutory requirements and procedure directives, to assess impact and communication requirements.
Ensure that accurate, timely and branded communications are delivered to VRS members, retirees, employers and stakeholders via digital and print mediums.
Liaison with all other agency units to ensure that new programs and policies are supported with timely communications to target audiences.
Serve in a leadership role on cross-departmental teams, coordinating strategic communications as the agency implements legislation, new policies and procedures.
Serve on review teams for large RFPs procurements, assessing communications components, assisting with RFP drafting and proposal evaluation.
Effectively work with all levels of management and staff to improve communications, processes and procedures.
Assist director with communications unit budget planning and execution.
Other duties may be assigned.
Minimum Qualifications:
Bachelor's degree in mass communications or a closely related field, required; an equivalent combination of education and experience may also be considered. Master's degree in communications, preferred.
Eight years of communications management experience, including experience in team building, writing, editing and copyediting using Associated Press style
Experience developing and managing organizational communications, including digital and social media communications
Knowledge of brand management and the ability to establish and monitor brand standards across the agency
Experience in managerial principles and supervising a team of professionals
Experience with oversight of digital, video, and multimedia production, and use of emerging technologies
Proficiency with: MS Office, analytics, and targeting methodologies
Additional Considerations
Specific experience in public sector pension, or benefit plan communications, desirable.
Specific experience in project management principles, desirable.
