This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee's preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.
High speed internet access is required to meet the needs of remote work.

Position Summary
This position will create, maintain, and edit the product roadmaps and strategy for the Child Care Modernization portfolio. At a high level, this position will be responsible for defining the priority of initiatives by ranking them against other initiatives and in alignment with division strategic goals in order to maximize the impact of a portfolio of programs. Through research, this position also identifies opportunities for improvement and incorporates these initiatives into the roadmap. This position identifies potential improvements; conducts research; generates program requirements; and determines project timetables in the pursuit of maximizing the impact of a portfolio of child care programs. The Child Care Modernization Lead is the person responsible for defining the why, when, and what of the development team activity.
This position will work on key DECE programs, projects, and automation efforts for initiatives which affect the division such as: Child Care Counts, Wisconsin Shares Modernization, new programs initiated by the legislature, etc.

Salary Information
The classification title for this position is IS Business Automation Consultant/Administrator. The starting salary is between $53.84 and $60.86 per hour ($111,987 and $126,588 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.
The pay schedule/range is 07-32. A one-year probationary period may be required.

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications

- Experience coordinating public service-related programs or projects (organizing and facilitating workgroups, coaching and mentoring team members, developing and managing timelines and deliverables, etc.)
- Experience developing and/or managing comprehensive organizational change management plans in a government or not-for-profit human services field (developing and monitoring risk assessments, corrective action plans, sponsor roadmaps, coaching plans, etc.)
- Experience designing, developing, delivering and/or managing communications to internal and external customers (identifying stakeholders, their communications needs, and optimal communication methods, utilizing two-way communication methods etc.)
Well-qualified applicants will have:
- Experience planning or implementing initiatives or projects related to the Wisconsin Shares Child Care Subsidy Program or other public assistance programs.
- Experience collaborating with a wide variety of stakeholders both internal and external to the organization in the early care and education field.
- Experience working with governmental entities such as the federal, state, and local governments.
