Summary
The Transportation and Mobility Department's Mobility Programs Manager oversees various Multimodal Mobility Programs supporting safe and comfortable travel for people of all abilities across all travel modes. The role advocates to increase walking, biking, rolling, and transit trips and reduce single occupant driving trips, helping the City meet its mobility targets. This highly collaborative position focuses on implementation of the Transportation Systems Plan, the Safety Action Plan, and other transportation related goals. The Transportation Programs Manager oversees consultant contracts, self-performs projects and programs, coordinates with others, and supervises staff assigned to multimodal mobility programs. This position reports to the Assistant City Engineer - Transportation.

Functions, Duties and Responsibilities

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities:
  • Manage, develop, implement, track, and update Mobility programs including but not limited to the Bicycle and Pedestrian Programs, the Transportation Safety Action Plan, the Traffic Data Program, and the Travel Options program.
  • Supervise direct reports including prioritization and assignment of work, training, managing and evaluating their performance.
  • Create, implement, and maintain education and encouragement programs and events in support of the transportation programs and new infrastructure projects.
  • Work collaboratively with Streets Operations, Community Development, Engineering, other city Departments, other agencies, and the public to manager and administer multi-modal programs.
  • Serve as a technical resource, following relevant national and international research and development to stay current with transportation best practices.
  • Utilize data from sources such as GIS, Power BI and others to develop, implement and advocate for transportation planning.
  • Seek and manage grants to leverage existing funding for transportation projects and programs.
  • Develop and administer budget as it relates to all Multi-Modal Mobility programs.
  • Represent the City in meetings and participate on committees and boards as assigned; Make presentations at public meetings and hearings.
  • Address inquiries, provide, interpret, and present simple and complex transportation information to the public in clear, understandable language.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.

  • Expert knowledge of current issues, trends, practices and principles of transportation planning, mobility, and operations.
  • Principles, practices, and knowledge of transportation safety and active transportation.
  • Familiar with Oregon land use and transportation laws and model traffic code.
  • Ability to perform data analysis utilizing Power BI, GIS, and Microsoft Office.
  • Ability to track assets, perform transportation data analysis and reporting.
  • Establishing and maintaining effective working relationships with the general public, local businesses, and community groups.
  • Able to build consensus with diverse groups
  • Analyzing and compiling technical and statistical data.
  • Communicating clearly and concisely orally and in writing.
  • Proactively devising, negotiating, communicating and implementing solutions to complex issues.

Ability Requirements
The following capabilities are required to perform the essential functions of this position.
  • Work is performed both in office and field setting with travel required to off-site locations.

Education, Experience, Certifications and/or Licenses
The following are the qualifications for this position.

Minimum Qualifications:
  • Associates Degree or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 2 to 3 years' experience with multimodal transportation projects and programs in a similar position and/or performing similar tasks
  • 1 year of managerial experience
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
Preferred Qualifications
  • Formal Education: Bachelor degree in planning, engineering, or related field with a focus on transportation or a combination of education and experience in transportation and mobility programs that provides the required knowledge, skills, and abilities as outlined in this job description.
  • Experience: 4 to 6 years' experience managing multimodal transportation projects and programs.
  • Supervising: 2 years or more of managerial experience
