Position Purpose and Objectives
Under the supervision of the Senior Project Manager, the Project Manager performs all related activities for all member and customer projects. The Project Manager is a single class with five salary levels that expands in complexity and scale and includes projects of varying responsibility and expertise. The types of projects include, but are not limited to, line extensions; upgrades on existing services; retirement of services; relocation of residential, commercial and industrial services residential subdivisions; multi-phase residential subdivisions, and commercial and industrial subdivisions; conversion of existing overhead powerlines to underground; new distribution feeders and the upgrade of existing distribution feeders and powerlines. The Project Manager will generally be responsible for work within a designated geographic area of United Power's service territory.
The levels are distinguished from each other based on the routine nature, the complexity of assignments and the level of supervision received. Upon recommendation of the immediate supervisor and approval by the department director, incumbents may progress to the next level after gaining experience and achieving proficiency that meets the requirements of the next level. The following sections describe the essential job functions for each level showing the progressive responsibility.
Essential Job Functions:
Project Manager I, II, III, IV and V:
Serves as the first contact for all members, individuals, or developers who require construction and/or new service to assist all members with their electrical needs.
Serves as a liaison between the member or member representative and United Power to provide the member with the desired finished product.
Review member applications for service and contact member to discuss the member's immediate and future service needs.
Determines workflow appropriate for construction and connection to the electric distribution system.
Plans, implements, and maintains programs to ensure new members receive necessary orientation of services and benefits provided by United Power.
Monitors the project from inception to completion as it passes through other departments of United Power to ensure member satisfaction.
Provides files and documents received from members such as, but not limited to, AutoCAD, site plans and plats, warranty deeds, easements, recorded exemptions, electric and one-line plans, utility plans, drainage and grade plans, landscape plans, and construction plans and schedule to other departments in order to assist in the workflow.
Utilize resources and software to review system capacity to accommodate a new service, service upgrade or addition to an existing location to help create a plan to best fit member needs.
Analyzes staking sheets and cost estimate for accuracy to maintain the integrity of the agreement.
Prepares and allocates member portions of the invoices for backbone plant, system upgrades, feeder lines, and plant investment as needed to collect the appropriate funds from the member and/or determine which costs are United Power's.
Allocates costs and refunds of subsequent line extensions when applicable to ensure equitable payment from all parties sharing a power line.
Coordinates member agreements (initial construction deposit) and invoices for line extensions to provide a legal, binding document outlining the work to be done and designating the responsible parties.
Works with electricians, architects, member representatives, engineers, planners, on-site supervisors, and design engineers to plan the project to meet the needs of the member.
Plans a work schedule that will utilize the employees, materials, equipment, transportation, and facilities as effectively as possible to handle the district work requirements.
Works with Right-of-Way Agents to prepare necessary right-of-way permits and crossing agreements as required for approval by the governing agencies.
Works with Right-of-Way and Survey Agents to prepare necessary exhibits and grant of easement agreements.
Generates the design and estimate for residential and small commercial single line extensions. Previews job sites of construction projects when work orders are issued to ensure site is ready for construction prior to sending contractors to job site.
May meet with the contract construction crew for a pre-construction discussion on the work order.
Generates change order invoices for scope changes that impact project labor or material costs.
Reviews invoices received against work order for accuracy and applies appropriate coding for approval of payment.
Evaluates the actual material and labor expense against the cost estimate at the close of the project and provides recommendation for invoicing of over runs, refunds of under runs, or to close the project as-is.
Participates in team projects or assigned projects to improve and enhance workflow or to develop and implement new software.
Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice.
Project Manager II/III, all the above plus:
Reviews proposed subdivision plats for adequate utility easements prior to final approval of local authority daily to include easements in the platting process.
Consistently reviews charges to the project in relation to the cost estimate and tracking for budget over/under runs throughout the life cycle of the work order.
Generates the design and estimate for residential and commercial single line extensions. Acts as a resource for accurate review of Project Manager I designs, staking sheets and map prints for work orders.
Meets with the member/representative/developer and contract construction crew for a preconstruction discussion on the work order.
Project Manager IV, all the above plus:
Manages, reviews, monitors and coordinates work done by project participants.
Monitors and directs work sequencing to expedite project completion and to minimize disruption of ongoing operations.
Researches and prepares various reports pertaining to the project(s).
Develops a detailed project specification for both the internal and external designers, as well as right-of-way staff to identify the most feasible design and siting. As required, will work directly with governmental entities and property owners to assist in ROW, permitting and siting.
Reviews the project design for major projects to ensure accuracy and performs an initial comparison of the design estimate to budget in order to determine if changes are required to meet the budget.
Previews job sites of large scale and multi-faceted projects and specific capital construction projects when work orders are issued to ensure site is ready for construction prior to sending contractors to job site.
Meets with the contract construction crew for a pre-construction discussion on the work order.
Inspects the job site for proper trenching, grade, and depth.
Responsible for timely and accurate review of Project Manager I/II/III designs when requested.
Provides guidance to Project Manager I/II/III in relation to the cost estimate and tracking for budget over/under runs throughout the life cycle of the work order and employs measures to mitigate impacts to the budget.
Provides troubleshooting assistance to the internal staff and contractors in the proper use of software and applications.
Project Manager V, all the above plus:
Responsible for timely and accurate review of Project Managers IV and Senior Project Manager designs when requested.
Provides guidance to Project Manager IV in relation to the cost estimate and tracking for budget over/under runs throughout the life cycle of the work order and employs measures to mitigate impacts to the budget.
Attends additional training and seminars for continued education as the design software subject matter expert (SME). Conducts individual or small group training sessions for internal design staff and design contractors.

Project Manager I:
An associate degree in business, engineering, or a related field, plus an additional two (2) years of experience directly involved with electric utility, or four (4) years of experience directly involved with electric utility design and estimating, engineering, or construction, or an equivalent combination of education and experience.
Must possess or be able to obtain the Line Design and Staking certification within three (3) years of hire.
Project Manager II:
A bachelor's degree in business, engineering, or a related field plus an additional four (4) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.
Must possess or be able to obtain the Line Design and Staking certification within two (2) years of hire.
Must be able to obtain the Project Management certification within five (4) years of hire.
Project Manager III:
A bachelor's degree in business, engineering, or a related field plus an additional five (5) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.

Project Manager IV:
A bachelor's degree in business, engineering, or a related field plus an additional six (6) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.
Must possess the Line Design and Staking certification.
Must possess or be able to obtain the Project Management certification within eighteen (18) months of hire.
Must be able to obtain the Project Management Professional credential within two (2) years of hire.
Project Manager V:
A bachelor's degree in business, engineering, or a related field plus an additional eight (8) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.
Must possess the Line Design and Staking certification.
Must possess the Project Management certification.
Must possess or be able to obtain the Project Management Professional credential within six (6) months of hire.

Project Manager I:
Receives direct supervision and direction from Senior Project Manager. May receive guidance from Project Manager II/III/IV/V,

Project Manager I:

Project Manager II:

Essential Physical & Mental Requirements:

Pay Grade: 19: $97,700 - $112,245 annually (Project Manager IV)

Must have comprehensive knowledge reading staking sheets, construction plans, acquiring permits, maps, and a thorough understanding of voltage, amps, transformers, NESC, NEC, and knowledge of utility electric distribution systems.
Must have comprehensive knowledge of construction methods, material units, construction drawings (site plans, electric plans, drainage plans, landscape plans, grading plans, etc.), land use and permitting activities, electric utility operations, including pricing, rate structures, energy management, and construction, design and material standards.
Must be able to identify and change priority of projects without jeopardizing any project and absorb additional assignments without impacting schedules.
Must have comprehensive knowledge of Right of Way and traffic control requirements associated with electric utility design.
Expert oral and written communication skills.
Education, Training and Experience:
Project Manager I:
An associate degree in business, engineering, or a related field, plus an additional two (2) years of experience directly involved with electric utility, or four (4) years of experience directly involved with electric utility design and estimating, engineering, or construction, or an equivalent combination of education and experience.
Must possess or be able to obtain the Line Design and Staking certification within three (3) years of hire.
Project Manager II:
A bachelor's degree in business, engineering, or a related field plus an additional four (4) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.
Must possess or be able to obtain the Line Design and Staking certification within two (2) years of hire.
Must be able to obtain the Project Management certification within five (4) years of hire.
Project Manager III:
A bachelor's degree in business, engineering, or a related field plus an additional five (5) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.
Must possess or be able to obtain the Line Design and Staking certification within one (1) year of hire.
Must be able to obtain the Project Management certification within three (2) years of hire.
Project Manager IV:
A bachelor's degree in business, engineering, or a related field plus an additional six (6) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.
Must possess the Line Design and Staking certification.
Must possess or be able to obtain the Project Management certification within eighteen (18) months of hire.
Must be able to obtain the Project Management Professional credential within two (2) years of hire.
Project Manager V:
A bachelor's degree in business, engineering, or a related field plus an additional eight (8) years of experience directly involved with electric utility design and estimating, engineering, or construction; or an equivalent combination of education and experience.
Must possess the Line Design and Staking certification.
Must possess the Project Management certification.
Must possess or be able to obtain the Project Management Professional credential within six (6) months of hire.

Essential Physical & Mental Requirements:
Forty percent (40%) of the time is spent sitting, thirty percent (30%) walking, and another thirty percent (30%) is spent standing. Must be able to lift and/or carry approximately twenty-five pounds (25 lbs.) when taking required equipment to vehicle or job site. Must be able to push and pull up to fifty pounds (50 lbs.) when opening and closing cabinets, doors, and file drawers.
Must be able to climb stairs or into a truck, or on occasion, make short climbs in mountain terrain at a job site.
Must have excellent balance when sitting, standing, or walking.
Must be able to stoop or kneel when getting into file drawers in the office or when on a job site with a member.
Must be able to reach and use hands, arms, and fingers when driving a vehicle and working at a desk.
Must be able to talk clearly in an ordinary tone and hear ordinary conversation while working with members and employees.
Must have adequate close-up vision for reading and writing. Must have distance vision accommodation, depth perception, color vision and field of vision when driving a vehicle.

Typical Hiring Range:
Pay Grade: 16: $78,200 - $85,860 annually (Project Manager I)
Pay Grade: 17: $84,500 - $92,770 annually (Project Manager II)
Pay Grade: 18: $91,300 - $100,190 annually (Project Manager III)
Pay Grade: 19: $97,700 - $112,245 annually (Project Manager IV)
Pay Grade: 20: $107,000 - $125,705 annually (Project Manager V)
