Operating within the coastal East Africa region, this advisor will deliver expert-level logistics guidance, build capacity in national systems, and transition advisory responsibilities to identified host nation personnel over the course of the contract. The ideal candidate is a seasoned military logistics expert with direct experience advising foreign partner nations in sub-Saharan Africa. The ideal candidate has both tactical (Battalion) and operational (Brigade) level experience, excellent data analysis and SOP development skills, and a deep understanding of how to build sustainable host nation logistics capabilities.

What does a typical day look like for the Senior Logistics Advisor?
You will:
- Assist with writing and instituting the new system/COA, if/when the host nation decides on a specific course of action (COA)
- Continue to maintain an up-to-date list of outstanding host nation requirements (e.g., unit XYZ ran out of ammo).
- Provide technical advisory support on integrating improved logistics elements into the logistics enterprise.
- Assist the host nation in developing standard operating procedures (SOPs) within the logistics units. At a minimum, these will describe detailed methods for improving current logistics and property management capabilities.
- Assess all data relating to equipment availability and make recommendations to improve operational readiness.
- Assist with incorporating sustainable improvements into existing training curriculum.
- Interface with other international advisors to stay current on needs and de-conflict assistance, as appropriate.
- Serve as the host nation's subject matter expert on the use and capabilities of forward support companies (logistics companies and maintenance companies).
- Provide daily support and mentoring to host nation staff on new processes and systems being implemented, with an emphasis on transitioning advisory services to key host nation personnel. A cadre of personnel shall be identified and trained in this capacity over the life of the contract.
- Support the host nation in conducting inventory management, including receiving, inventorying, examining, deconsolidating (break-down), reconsolidating, and labeling equipment for designated equipment and materials.
- Support the host nation in improving and maintaining the existing inventory management system. This system shall incorporate foreign assistance provided by international donors.
- Support the host nation in monitoring and tracking all equipment and materials.
- Support the host nation with a routine tracking and supply report on the status of all equipment, including required preventive and routine maintenance.
- Support the development of a Shipping Report outlining the delivery location, shipment number, product description and quantities of supplies being shipped, container sizes (20'/40'), number of containers in the shipment, estimated time of departure, estimated time of departure at Sea Port of Embarkation (SPOE), estimated time of arrival at Sea Port of Debarkation (SPOD), clearance documentation, and estimated date of delivery to the place of performance. This will be standardized across all branches of service.
- Serve as an interface with all key stakeholders to ensure all equipment is properly inventoried and entered into the inventory management system.
- Identify and mentor host nation personnel on Enterprise Resource Planning (ERP), U.S.-origin equipment, and related topics, with an emphasis on transitioning advisory services. A cadre of personnel shall be identified and trained in this capacity over the life of the contract.
- Conduct follow-up interviews with mentored staff to determine the impact of assistance.
- Begin monitoring and evaluation data collection for all indicators, as provided by the Department of State Monitoring and Evaluation (M&E) team following award of the contract. Data collection shall be conducted on a regular and continuing basis from the time that each Performance Monitoring Framework is approved until the task order is completed. The frequency of data collection shall be defined per each indicator in the frameworks.
- Submit an Initial Capability Assessment (ICA) within 90 days of deployment.
- Create and maintain a Work Plan outlining technical assistance, milestones, and mentorship schedules.
- Coordinate with AFRICOM, EUCOM, U.S. Embassy staff, AF/RPS, PM/GPI, PM/SA, and other donors.
- Update work plan quarterly and participate in weekly updates with the Office of Security Cooperation (OSC).
- Include strategies for integrating women into logistics and training tasks where appropriate.
What qualifications do you look for?
You might be the Logistics professional we're looking for if you have:
- A Bachelor's degree with a concentration in logistics & supply chain management, research and evaluation, and/or other related fields.
- Three years working in a sub-Saharan Africa partner nation as a logistics advisor to partner nation militaries.
- Five years of hands-on experience working in a U.S. (or NATO) military logistics career field at the Battalion (S-4) section or equivalent level, with at least two years at the Brigade or equivalent staff level.
- Four years of experience with supply sourcing systems and military resourcing systems.
- Demonstrated adherence to quality standards and ability to review program deliverables.
- Demonstrated research, analytical, and problem-solving capabilities.
- Demonstrated ability to successfully work with customers/clients, including the ability to respond to cost and technical tasks, monitor contract and task order performance, and apply required course corrections.
- Demonstrated proficiency with Microsoft Office software including Word, PowerPoint, Teams, Excel (advanced), and SharePoint. Must show examples of advanced skills, such as presentation development, written policies/procedures, formulas/functions, data visualization, pivot tables, macros, or VBA scripting. Certification in Microsoft Office through an industry-recognized provider (e.g., Certiport, Coursera, etc.) is required.
- Demonstrated fluency (spoken and written) in English.

- All advisory services are designed to build host nation capacity, with a strong emphasis on knowledge transfer and sustainability.
- Deployment requires a valid passport, visa, and medical clearance.
