Qualifications:
  • The CFO will hold a degree in financial management, business administration or related field.
  • Familiarity with state of Delaware finance/accounting practices preferred.
  • A Master's Degree in education or business is preferred.
  • Three years of prior administrative or supervisory experience is preferred.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
Performance Responsibilities:
  • Assumes responsibility for the receipt and expenditure of school district funds.
  • Prepares and implements the school budget.
  • Provides monthly accounting of all income and expenditures.
  • Prepares and analyzes all financial statements.
  • Reconciles all bank accounts maintained by the Board.
  • Maintains a continuous internal auditing program for all funds.
  • Prepares reports to the proper staff officials concerning the status of their budgetary accounts to guard against the overspending of any budgeted account.
  • Prepares and recommends annual tax rates.
  • Approves all vouchers authorizing the expenditures of funds.
  • Recommends new accounting methods as desirable and necessary.
  • Assumes responsibility for district insurance requirements.
  • Provides the projection of revenue and expenditures,
  • Supervises office staff and provides professional development in current financial practices.
  • Receives, deposits, and records all funds received by the district.
  • Responsible for the management of all district payroll and benefit functions.
  • Develops and supervises purchasing procedures to include requisitioning, encumbrance, receiving and payment.
  • Makes application, receives, and disburses all federal, state and local funds within the required guidelines.
  • Supervises the competitive bidding process.
  • Supervises the district's child nutrition program, operations, technology and transportation.
  • Supervises the maintenance of an inventory system that provides information necessary for insurance and for efficient operation.
  • Provides leadership to the district citizen budget oversight committee.
  • Directs the district's capital improvement program.
  • Supports the annual September 30th student unit count.
  • Supervises the district's construction program including:
    • Sale of Bonds
    • Budget oversight
    • Construction monitoring
    • Bidding
    • Payment approval
  • Participates as a contributing member of the general administration of the school district under the direction of superintendent.
  • Makes recommendations to the Superintendent for modification of Board policies related to district administration and provides professional development for successful implementation
  • Serves as a member of the negotiations team.
  • Makes necessary preparations for the district's general, tax and bond elections.
  • Represents the district at appropriate state and local meetings.
  • Attends district administrators' meetings.
  • Attends meetings of the Board of Education.
  • Performs other duties as assigned by the superintendent.

Terms of Employment: Twelve-month employee.

Salary and Benefits: Salary range and benefits are commensurate with qualifications and experience in accordance with Board of Education Policy.

Evaluation: Performance will be evaluated annually in accordance with the Board's policy on evaluation of professional personnel.
