Location: Washington, D.C. with flexibility for Telework (must live within driving distance)

Schedule: Monday - Friday

Hours: Full-time, 40-hours/week

Position Summary

The Senior Workforce Planner plays a critical role providing advanced workforce planning, forecasting, and analytics to support decision-making and strategic growth for the United States Department of Agriculture (USDA). This role plays a key part in refining competency assessments, developing succession plans, and finalizing recruitment strategies to ensure workforce readiness. By leveraging insights from Business and Data Analysts, the Senior Workforce Planner identifies and addresses competency gaps across the organization. The Senior Workforce Planner is instrumental in aligning workforce strategies with operational objectives, ensuring resource readiness and compliance. The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's overall mission and success.

Requirements

Essential Duties and Responsibilities
  • Design and implement workforce planning strategies and models that align with organizational goals and contract requirements.
  • Analyze internal workforce data and external labor market trends to forecast talent demand and supply.
  • Conduct gap analyses and risk assessments to identify future workforce needs and recommend action plans.
  • Collaborate with HR, Recruiting, Finance, and Program Management to support hiring plans, workforce transitions, and succession planning.
  • Maintain and update workforce analytics dashboards, reporting tools, and documentation to support executive decision-making.
  • Facilitate talent reviews and planning meetings with key stakeholders.
  • Ensure workforce strategies comply with company policies, labor regulations, and security clearance requirements.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit Monthly Status Reports (MSRs) as required.
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Other duties as assigned.

Knowledge and Critical Skills
  • Strong understanding of workforce planning methodologies, including competency modeling, succession planning, and skills gap analysis.
  • Strong analytical skills and ability to interpret complex workforce data.
  • Ability to collaborate with business and data analysts to support strategic talent decisions.
  • Proficient in developing and implementing workforce strategies that address current and future talent needs.
  • Excellent communication and stakeholder engagement skills.
  • Proficient in workforce analytics tools and HR systems.

Education & Work Experience
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field.
  • Minimum of 5 years of progressive experience in workforce planning, HR strategy, or organizational development.
  • Experience supporting federal government contracts, particularly within USDA, is preferred.

Certifications, Licenses
  • Certified Workforce Planning Professional (CWPP), SHRM-SCP, or similar certifications preferred.

Special Requirements
  • Ability to obtain a Public Trust clearance.

Work Environment

Employees will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.

Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employees must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
