The Department of Revenue is seeking a Revenue Administrative Manager to serve as the Bureau Director for Local Government Services, in the State and Local Finance Division. This position is headquartered in Madison at the State Revenue Building on Rimrock Road.

Position Summary

This position directs the staff of the Local Government Services Bureau and the performance of the bureau's major responsibilities: the collection of county, municipal, school, technical college and special district financial and tax data and the correction/perfection of this data; the levy limit and shared revenue programs; distribution of property tax credit relief; administration of assigned grant programs; statutory guidance and direction on the usage of data by other agencies, taxation districts, and technical/fiscal professional end users; and supervision of training and education of local governments. This position is responsible for planning, developing and implementing Bureau policies, procedures, work plans, goals, objectives, and priorities.

Salary Information

Starting salary will be between $53.00 - $58.00 per hour ($110,240 - $120, 640 annually) depending on experience and qualifications, plus benefits.

For current State employees, pay on hire will be set in accordance with the Wisconsin Compensation Plan at the time of hire.

This position is not represented by a bargaining unit.

The Revenue Administrative Manager position is in pay schedule-pay range 81-01.

Job Details

Background Checks: Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.

I-9 Requirements: Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. The Department of Revenue does not sponsor work or student visas, either at time of hire or at any later time. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.

Remote Work/Telework: Remote/Telework is offered for two days per week at three months of employment, and three days per week at six months of employment, with a satisfactory performance.

Probationary Period: A two-year Career Executive trial period will be required.

Qualifications

Minimally qualified applicants will have all of the following:
  • Supervisory experience (e.g., evaluate work performance, hire and onboard staff, conduct performance reviews ,etc.)
  • Interpreting statutes and administrative rule provisions
  • Working with complex data management systems to collect, review and distribute data
  • Professional experience performing accounting, finance or similar work
In addition to the minimum qualifications, well qualified applicants will have the following:
  • Experience working with Wisconsin property assessment, taxation processes and shared revenue; or
  • Experience with local government general fund budgeting and financial reporting; or
  • Experience creating and implementing strategic/action plans and managing an operating budget; or
  • A bachelor's degree or advanced degree in accounting, finance, or a similar field of study
