THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $106,000 - $113,000.
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST.
The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
The Executive unit within DFS is responsible for monitoring 8 units within DFS to ensure agency goals are met. Is responsible for oversight of eight Finance departments including (Budget, Payments, Audit, Policy, CEO, SSO, Claiming and Revenue) and other operations matters including Administration and Personnel.
This position for Senior Advisor will report directly to the Associate Commissioner of Claims/Revenues, SSO and CEO for Financial Services and participate in meetings, projects, and initiatives, as assigned.
Daily tasks include but not limited to:
- Work with the Associate Commissioner and other units to develop, implement, and track short and long-term revenue-generating initiatives through improved cost allocation, new policies and procedures, working with stakeholders internally and externally, and pursuing regulatory and legislative priorities.
- In conjunction with other units, assist with implementing and tracking project plans to address risks to revenue stream.
- Assist the Associate Commissioner with developing, implementing, and tracking goals aligned with the Commissioner's priorities.
- Represent the Associate Commissioner as necessary and work with managers and staff in the various Finance departments to track tasks and follow-up on deliverables.
- Prepare briefing papers, one-pagers, presentations, letters, financial reports etc. for the Associate Commissioner's meetings internally, with City Hall, other City agencies, and external organizations.
- Coordinate special projects or requests that involve include Divisions across ACS and may include other City agencies providing a quick turnaround by City Hall and others.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
