Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Business Analyst OR Senior Business Analyst. This is a renewable, full-time, non-tenured, administrative position and reports to the Director of Information and Application Services. The position may be located in Las Vegas or Reno, Nevada.

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 100,000 students and 15,000 employees.

The Business Analyst and the Senior Business Analyst assist NSHE stakeholders in identifying and documenting their business processes and recommend refinements and improvements to those processes. The Business Analyst also provides user support in complex problem analysis and resolution, designs and develops reports and data extracts that support campus business processes, assists in the development of technical specifications that support application customizations/modifications, and assists in quality assurance testing of application customizations/modifications and application upgrades.

The position serves as a bridge between the campus functional and the SCS technical areas, and so the incumbent will have excellent higher education functional knowledge as well as a strong technical background.

STARTING SALARY: Grade C (starting salary range approximately for the Business Analyst: $85,000.00 to $100,000.00 and the Senior Business Analyst: $100,00.00 to $120,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement.

MINIMUM QUALIFICATIONS: The successful candidate must have earned:

Business Analyst: A Bachelor's degree from a regionally accredited institution with three (3) years of experience in business analysis is required. Alternatively, five (5) or more years' direct Higher Education experience with two (2) years of formal education or training in a related field may be substituted for a bachelor's degree.

Senior Business Analyst: A Bachelor's degree from a regionally accredited institution with six (6) years of experience in business analysis is required. Alternatively, ten (10) years of direct Information Technology work and/or supervisory experience in a large corporation or university with two (2) years of formal education or training in a related field may be substituted for a Bachelor's degree.

PREFERRED QUALIFICATIONS: Experience in higher education is preferred. Additionally, preference may be given to candidates with specific functional and technical expertise depending on SCS's current needs for a particular Business Analyst position. Completed training in PeopleSoft Campus Solutions is strongly desired.

KNOWLEDGE, SKILLS, AND ABILITIES: Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position address each of the following items in the letter of application:
An understanding of one or more key functions in higher education relating to student information, such as financial aid, student records, student billing, admissions, and registration.
An understanding of information systems in higher education to support the functions above.
Ability to translate business process redesign and automation into administrative efficiencies.
Ability and experience in aligning data, policies, workflows, and information systems.
Ability to learn new technologies and the flexibility to adapt them to NSHE IT processes.
Creative ability and experience in addressing technological, organizational and services challenges.

RESPONSIBILITIES: The duties of this position will include, but not be limited to:

Business Analyst is responsible for:
The Business Analyst should be able to understand the campuses' business processes and the capabilities/limitations of the business applications used by NSHE institutions and supported by SCS. By understanding the impact of the campuses' processes on application capabilities, the incumbent can make recommendations that help clients solve their business problems in the most efficient and effective manner.
As a functional person, the Business Analyst is a component in the creation of the business solutions for campus needs.
As a holder of both business process and application knowledge, it falls to the Business Analyst to effectively communicate user needs to the IT community, to assist in aligning stakeholder expectations with resource availability and application capabilities, and to assist in keeping all involved parties informed and coordinated on project progression. The Business Analyst could also be a Project Lead for IAS on many IT projects that have a direct impact on the business applications SCS supports.
The Business Analyst completes internal unit testing before the application is released to the user community for their phase of testing. The Business Analyst assists the campuses in effective testing and ensures that applications are well tested.
The Business Analyst is the liaison between the campus functional user and the IAS technical staff. They assist in creating business requirements that then can be translated into technical specifications so that other IT staff members can use these technical specifications to modify existing or develop new application functions.
The Business Analyst participates in training online, in person, peer to peer, with internal and or external clients. The Business Analyst also conducts application research to assist Internal and external clients of new functionality, best of breed business practices and new trends in the Campus Solutions community.

The Senior Business Analyst is responsible for:
The Senior Business Analyst must be able to understand the client's business processes and the capabilities/limitations of the business applications used by NSHE institutions and supported by SCS. By understanding the impact of the client's processes on application capabilities, the incumbent can make recommendations that help the client solve their business problems in the most efficient and effective manner.
As both the functional expert and the developer of technical specifications, the Senior Business Analyst is an integral component in the creation of the technical solutions for identified client business needs.
As a key holder of both business process and application knowledge, it falls to the Senior Business Analyst to effectively communicate user needs to the IT community, to align stakeholder expectations with resource availability and application capabilities and to keep all involved parties informed and coordinated on project progression. The Senior Business Analyst also will be a Project Lead for IAS on many IT projects that have a direct impact on the business applications SCS supports.
The Senior Business Analyst assists the client in developing effective testing scripts and ensures that applications are well tested.
The Senior Business Analyst is the liaison between the campus functional user and the SCS technical staff. They turn business requirements into technical specifications so that other IT staff members can use these technical specifications to modify existing or develop new application functions. The Senior Business Analyst also will review technical specifications developed by junior staff.
