Hybrid Work Opportunity/Option to Work .80 Schedule
PAY: $260,000 to $330,000 (1.0 FTE)

POSITION SUMMARY:
The Chief Financial Officer oversees the financial operations of the Washington State Hospital Assocation and its related affiliates. The CFO is also the primary liaison with member hospital CFOs on a wide variety of issues. The CFO has primary oversight of WSHA's ongoing financial health and stewardship of WSHA's resources. As WSHA works extensively on policy and advocacy, a key role of the Chief Financial Officer is leading on financial policy issues, most significantly the management of the Safety Net Assessment Provider Tax / Directed Payment Program and other public policy issues that affect hospital finances. The CFO also is a member of a team working on insurance-related financial issues for hospital members. In addition, the CFO plays a role in the oversight of Washington Hospital Services (WHS) as its WSHA designated representative and member of WHS's Board; WHS is WSHA's wholly owned for-profit subsidiary of WSHA that provides services in support of hospitals and health systems. The revenue generated by WHS supports the efforts and activities of the Association. WSHA is the recipient of grants and contracts with specific financial and compliance aspects. The CFO is a leader in WSHA's response to these contract-related needs. The CFO is a key member of the senior executive team and helps to guide the strategic direction of the Association.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
SUPERVISORY RESPONSIBILITIES:
This position supervises the Director of Finance, the President of Washington Hospital Services, and the Director, Medicaid Payment Programs and provides support to their teams. Responsibilities include interviewing, hiring, and training employees; planning, assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each of these essential duties well. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education/Experience:
Bachelor's Degree required, Master's Degree preferred, ideally in Finance, Business Administration, or related field, combined with a minimum ten years related work experience. CPA qualification is also helpful in this role.

Computer Skills:
Proficiency with Microsoft Office Suite including Outlook, Word, Excel and PowerPoint required. Proficiency with email required.

The position requires travel within Washington State to member facilities, and occasional travel to national meetings. On occasion, overnight travel is necessitated.
HOURS WORKED: WSHA is currently listing this position as full time. However, WSHA is open to discussing a less-than-fulltime position if a qualified candidate is interested.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Exhibit and model teamwork and shared commitment to WSHA's mission and vision to internal staff, members and external partners.
- Promote WSHA as a high-quality organization through professionalism, expertise and responsiveness.
- Supervise the financial operations of WSHA and all related organizations including accounting, financial reporting, investment management, risk management, benefits administration, audits, maintenance of banking relationships and taxes.
- Oversee the development of and monitoring of the annual operating and capital budgets for WSHA and all related organizations and ensure adherence to the budget.
- With the Senior Director of Finance, update WSHA's long-term financial projections annually.
- Staff the Board-level Finance, Audit and Compliance Committee, with a direct line of accountability to Board officers.
- Develop and maintain close working relationships with hospital CFOs and finance/payer relations staff, as well as health insurance partners and other key stakeholders.
- Use tools and analysis to understand the financial impacts of insurer practices on hospitals,and develop strategies to address them.
- Lead WSHA's membership groups of CFOs and other related groups, including providing education to hospital CFOs on emerging issues and consultation with individual hospital CFOs as requested.
- Serve as a member of WSHA's Government Affairs team and works closely with the Senior Vice President of Government Affairs. Lead/generate ideas around financial policy issues that enhance payment stability for member hospitals. Provide expertise and knowledge in health care finance, including state and national trends in health care financial legislation and regulation, and private sector initiatives.
- Maintain a detailed understanding of the Safety Net Assessment (SNAP) provider tax / directed payment program and ensure the smooth processing of assessments, distributions and program funding. Maintain a strong relationship with state agency staff overseeing the program. Communicate effectively with members about the program.
- Manage the quarterly operations of the PPS/CAH/Psychiatric and designated PHD SNAP programs including all distributions to members and assessments / intergovernment transfers made by members. Provide SNAP net benefit projections for members for budget and financial planning purposes.
- Serve as WSHA's designated representative to Washington Hospital Services. Provide financial and business support to WHS President. Assist with the governance functions of WHS.
- Participate on key organization committees, such as the Human Resources and Retirement Committees.
- Other duties as assigned.

- Experience with business development to aid the growth of Washington Hospital Services
