POSITION DESIGNATION

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

This position is located at OKC Will Rogers International Airport. The Airport Maintenance Superintendent is a key leadership role responsible for leading, managing and supervising technical and professional personnel and major resources to ensure the safe, continuous, and efficient operation of commercial airport facilities and infrastructure. This role involves planning, scheduling, and overseeing all maintenance activities, including airfield, terminal, buildings, fuel storage facilities, motorized equipment, and grounds maintenance. The ideal candidate will have specialized knowledge, experience and background in airport maintenance, facilities management, and operations. This position plays a critical role in ensuring compliance with federal, state and local regulations and airport safety standards and requires availability for 24/7 operational needs. The incumbent reports directly to the Assistant Director of Airports.

JOB SUMMARY

This job is located in the Support and Technical Operations Division of the Airports Department within the City of Oklahoma City and is under the direction of the Department Director or Assistant Director. The Airport Maintenance Superintendent is primarily responsible for managing and directing activities of a major work division. The Airport Maintenance Division consists of clerical, technical, and professional staff who maintain the airport's runways, taxiways, motorized equipment, grounds, fuel storage, and buildings, including the main terminal. Work is reviewed for program accomplishments, management effectiveness, and adherence to policies, procedures, and directives.

ESSENTIAL JOB FUNCTIONS
  • Assigning, prioritizing, and monitoring work projects.
  • Developing and managing budgets, goals and objectives of the work unit.
  • Assisting in the development of departmental goals and objectives.
  • Reviewing work products and making improvements to work methods and procedures.
  • Analyzing bids from contractors to determine the best supplier.
  • Reviewing federal, state, and local standards and regulations to ensure compliance with applicable legal and policy guidelines.
  • Monitoring operational expenditures.
  • Developing and implementing divisional productivity improvement measures.
  • Preparing complex technical reports for submission to City officials, federal and state agencies, etc.
  • Exchanging information and providing technical assistance to City employees, contractors, citizens, outside agencies, etc.
  • Performing other duties as assigned.

MINIMUM QUALIFICATIONS
  • Bachelor's degree or higher in Aviation, Airport Management, Business Administration, or a closely related field. An equivalent combination of experience, education, and training at an airport facility may be substituted for the degree.
  • Five (5) years' experience in operations, maintenance, development, or support of a modern airport or large commercial, industrial, or educational facility.
  • Possession of a valid Driver License (Operator).

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge, skill, and experience in maintaining compliance with federal and state regulations at an airport, Occupational Safety and Health Administration (OSHA) standards, and local building codes.
  • Knowledge of and skill in applying administrative and managerial principles and practices.
  • Knowledge of airport operations involving aircraft, support vehicles, and equipment associated with operations, maintenance, and development of a modern airport facility.
  • Knowledge of building and ground maintenance, construction trades, custodial practices, and snow and ice removal operations.
  • Knowledge and skill in bid document development and writing specifications for the purchase of services and equipment.
  • Knowledge and skill in maintenance operations of an automated baggage handling system.
  • Skill in verbal and written communication.
  • Skill in coordinating and supervising the activities of professional, technical, and clerical staff.
  • Skill communicating in airport operations environments.
  • Skill in reading and interpreting technical drawings, schematics, blueprints, manuals, etc.
  • Ability to assess operations and project needs, calculate quantities, and prepare cost estimates.
  • Ability to establish and maintain effective working relationships.
  • Ability to evaluate, plan, design, and implement building systems improvements.
  • Ability to assume responsibility for work performed.

PREFERRED QUALIFICATIONS
  • Knowledge of FAA Part 139 regulations, security and maintenance requirements of an airport.
  • Experience coordinating and managing multiple complex maintenance and construction projects at once.
  • Familiar with the operations of an automated baggage handling system.
  • Experience working in the Airport Operations Area and communicating with an Air Traffic Control Tower.

WORKING CONDITIONS
  • Frequently indoors, subject to sitting, standing, walking, or using a telephone for extended periods of time.

  • May be required to work outside of normal working hours or to adjust working hours.
  • May be required to work varied schedules including weekends and holidays.

PHYSICAL REQUIREMENTS
  • Near vision enough to read and draft various forms of written and machine-generated communications.
  • Speech and hearing enough to communicate effectively in person, by telephone and two-way aircraft radio on an active airport with Air Traffic Control.
  • Manual and finger dexterity enough to operate standard office equipment, such as a telephone, computer keyboard, ten-key, copier, fax, etc.
