Job Summary

Under minimal supervision, responsible for CHS-wide patient access functions, including adherence to CMS, HRSA, and other regulatory guidelines in the FQHC setting. To maximize financial collections, maximize patient satisfaction with the access processes. Provide strategic leadership and hands-on management of all revenue cycle processes and performance related to the departments reporting to this position. Strong understanding of Patient Access and Revenue Cycle financial key performance indicators. Manage personnel responsible for supervision of all staff in assigned areas. Leads the development and implementation of all necessary reporting, monitoring standards and processes associated with assigned revenue cycle areas and establishes benchmarks for best practice operational efficiency. Implements processes, automated to the extent possible, utilizing Lean methodologies to ensure achievements of benchmarks and departmental/organization-wide goals. Serve as principal interface between the department Physician Directors of service and department managers and the registration/admitting functions. Serves as a resource to staff and is visible/available to front-line staff on a daily basis. Oversee training and quality assurance for all departments in the organization that perform registration functions whether or not they report to this position. Key member of the Revenue Cycle team who works collaboratively with the ACFO Revenue Cycle and CHS Director of Finance to attain revenue cycle goals through understanding and appropriate administration of the entire revenue cycle.

Essential Functions:

  • Knowledge of and accountability for compliance with HRSA requirements including but not limited to: Sliding Fee Scale, mandated data collection and reporting, billing and collections (15%)
  • Knowledge of and accountability for compliance for registration and billing related to other grant funded programs including but not limited to Title X, Refugee Clinic, Immigration physicals (15%)
  • Knowledge of and accountability for compliance for registration and billing for integrated services including but not limited to integrated behavioral health, medical dental integration (15%)
  • Oversight of standard work and training for patient access specialists and supervisors (15%)
  • Revenue optimization, integrity, and recovery. Including evaluation for compliance and appropriateness/permissibility in the FQHC environment. (10%)
  • Accountable for registration and billing set up in Epic for new sites and services within CHS to maintain FQ and other payer compliance (5%)
  • Oversight of PAS customer service and service recovery initiatives (5%)
  • Maintains working knowledge of each area to ensure competency in all departments' functions. (5%)
  • Develop tactics directed toward continuous improvement in Customer Service and Patient Satisfaction for functions reporting to this area. (5%)
  • Develops and maintains departmental policies and procedures, tracking and reporting for all processes related to the Patient Access portion of the revenue cycle. (5%)
  • Promotes positive interpersonal (customer) relationships with fellow employees, physicians, patients and visitors. Treats these individuals with courtesy, dignity, empathy and respect; consistently displays courteous and respectful verbal and non-verbal communications. (5%)


Education:
  • Bachelor's Degree Required


Work Experience:
  • 2 to 5 years of Patient Access supervision experience in a healthcare institution Required
  • Demonstrated effectiveness in creative solutions to unprecedented problems and utilization of technology and Lean principles to improve processes Preferred


Knowledge, Skills and Abilities:
  • Knowledge of management practices to direct assigned staff.
  • Skill in exercising initiative, judgment, discretion and decision-making to achieve organizational objectives.
  • Skill in establishing and maintaining effective working relationships with all staff.
  • Skill in identifying and resolving problems.
  • Knowledge of financial and budgetary practices to develop annual budget, analyze financial data and patterns, and prepare forecasting models.

  • Ability to communicate clearly and with sensitivity.
  • Ability to delegate responsibility and authority to staff.
  • Ability to work creatively with management and department staff to achieve objectives.
