Position Overview
The Central Region Deputy Commander of Intelligence coordinates all Intelligence activities for the Illinois Department of Corrections facilities located in the central region of Illinois. The position develops both long- and short-term goals for Intelligence personnel assigned to the central region. The position is instrumental in reviewing current practices and assists in developing policies for the Intelligence and Investigations Unit Program. The successful candidate will be responsible for developing and delivering training to staff on an as-needed basis on areas including Security Threat Group activities, identification, and trends, as well as, in the use of agency intelligence platforms. The position also serves as a Law Enforcement Liaison to outside agencies so experience dealing with agencies on the local, state, and federal level would be a plus. Essential Functions
- Serves as the Central Region Deputy Commander of Intelligence.
- Coordinates Intelligence Information Sharing and Preparedness.
- Serves as the Law Enforcement Liaison for the Central Region.
- Implements policies and procedures.
- Coordinates functions associated with the Security Threat Group activities.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with major course work in law enforcement/corrections.
- Requires three (3) years progressively responsible professional experience in law enforcement investigatory concepts and techniques.
Preferred Qualifications
- Prefers at least three (3) years of experience directing and monitoring staff.
- Prefers at least three (3) years of experience identifying, profiling, and gathering data concerning Security Threat Groups and preparing confidential reports.
- Prefers at least three (3) years of experience working with and maintaining confidential information.
- Prefers at least two (2) years of experience working with outside law enforcement agencies on a local, state, or federal level regarding investigative issues.
- Prefers at least two (2) years of experience gathering documents and materials to support and detect violations of law.
- Prefers at least two (2) years of experience interpreting and implementing policy.
- Prefers at least two (2) years of experience developing and maintaining cooperative working relationships with staff, individuals in custody, government officials and members of the public.
- Prefers at least one (1) year experience using Microsoft Outlook, Excel, Word, PowerPoint, or similar programs.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
- Requires ability to carry a firearm.
- Requires the ability to qualify with firearms prior to the completion of the initial pre-service training curriculum and annually thereafter in accordance with agency directive and state or federal laws.
- Requires possession of an active Firearm Owners Identification Card (FOID) and must maintain active status while in the position.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Requires ability to pass the IDOC/IDJJ background check.
- Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
