Nature of Work
The Sanitary Sewer Engineer is a professional engineering position responsible for engineering work related to the planning, design, construction and maintenance of sewer systems for the collection, treatment and disposal of wastewater within the City of Rochester. Responsibilities include but are not limited to the preparation of detailed engineering designs; coordination of private development proposals; and conducting feasibility studies and technical reviews.

DUTIES AND RESPONSIBILITIES
*Plan, design, and serve as project manager for City projects related to the maintenance, rehabilitation, and expansion of the sanitary sewer system.
*Prepare sanitary sewer engineering plans, designs, and specifications in compliance with legal and technical requirements.
*Review development proposals and permits to ensure compliance with municipal sewer design standards.
*Support the development and implementation sewer maintenance and growth management programs, including inflow and infiltration reduction initiatives.
*Provide excellent service to all internal and external customers.
*ESSENTIAL JOB FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's Degree in Engineering or related field from an accredited college or university and two (2) years of municipal engineering experience.
Experience with Autodesk Civil 3D.
Experience with sewer modeling programs.
Licenses and/or Certifications
Valid driver's license
A Professional Engineer's license in the State of Minnesota within six months of hire
SA Collections Systems Operator Certification within five years of hire

DUTIES AND RESPONSIBILITIES

- Develop project scopes, timelines, and budgets for infrastructure improvements.
- Manage internal and consultant design teams.
- Conduct and lead project meetings, including stakeholder, community notification, and pre-construction meetings.
- Ensure technical feasibility and conformance with applicable municipal, county, state, and federal standards, permits, ordinances, laws and other regulations.
- Conduct field investigations and condition assessments to identify maintenance and rehabilitation needs.
- Utilize hydraulic modeling and asset management tools to prioritize system upgrades and expansions.
- Prepare design documents, technical reports, and construction plans for sewer improvement projects.
- Coordinate with contractors, consultants, and city staff to ensure project goals, schedules, and budgets are met.
- Oversee construction activities, including site inspections, quality control, and compliance with specifications.
- Develop and implement best management practices for maintaining and upgrading aging sewer infrastructure.
*Prepare sanitary sewer engineering plans, designs, and specifications in compliance with legal and technical requirements.
- Develop comprehensive design documents that outline material specifications, structural details, and operational considerations.
- Conduct feasibility studies and alternative analyses to ensure cost-effective and sustainable solutions.
- Coordinate with surveyors, drafters, and GIS specialists to produce accurate project drawings and documentation.
- Provide technical support during the bidding and construction phases, including reviewing contractor submittals and responding to requests for information (RFIs).
*Review development proposals and permits to ensure compliance with municipal sewer design standards.
- Analyze site development plans, utility layouts, and proposed sewer connections to confirm adherence to local regulations.
- Coordinate with developers, engineers, and planners to assess potential system impacts and required infrastructure improvements.
- Provide technical guidance and recommendations to ensure proper sizing, alignment, and construction of sewer connections and extensions.
- Review and approve engineering reports, drainage studies, and environmental impact assessments related to sewer infrastructure.

- Conducts professional studies and prepares written reports on engineering related projects.
- Represent sewer collections at development and growth meetings.

- Respond to inquiries, complaints, and requests for information regarding sanitary sewer management and infrastructure issues in accordance with the City's core values and MN Data Practices Act requirements.
- Prepare presentations and reports to convey technical information to developers, engineers, City and other Agency staff, elected officials, and citizens.
- Confer with property owners affected by sanitary sewer infrastructure projects to obtain access, easements or other permissions needed for the successful execution of projects and programs.
