Description / Position Overview
Engineering Supervisor - Rights-of-Way & Inspection

The City of Colorado Springs is seeking a highly skilled and motivated Engineering Supervisor to help lead the Right-of-Way and Development Inspection team within the Engineering Division. This leadership role is responsible for supervising inspection staff, coordinating with development and utility plan reviewers, and ensuring compliance with city codes, ordinances, and engineering standards. The ideal candidate will bring a strong technical background in civil engineering and public infrastructure, along with exceptional leadership and communication skills.Benefits Offered:

This Job Includes:
  • Leadership & Staff Management:
    • Supervise, evaluate, and prioritize work for Right-of-Way and Development Inspectors to ensure efficient operations and high-quality performance.
    • Conduct performance evaluations and manage personnel actions, including hiring, promotions, and disciplinary processes.
    • Provide training, guidance, and support to inspection staff to foster professional growth and continuous improvement.
    • Promote a collaborative and inclusive work environment that encourages team engagement and exceptional service delivery.
    • Interpret and apply city codes, ordinances, and engineering standards related to transportation, utilities, land disturbance, and site development.
  • Inspection:
    • Oversee inspections of development and utility-related construction within the public right-of-way to ensure adherence to approved plans, city codes and standards, and safety requirements.
    • Exercise sound engineering judgment to resolve technical issues in the field.
    • Assist staff and stakeholders in understanding applicable codes and standards.
    • Perform inspections as needed to support staff or resolve escalated concerns.
  • Policy & Program Development:
    • Develop, implement, and monitor procedures to improve inspection practices and ensure consistency across the team.
    • Facilitate conflict resolution between city departments, developers, contractors, and other stakeholders on issues related to public infrastructure.
  • Strategic Oversight & Collaboration:
    • Serve as a key liaison with developers, design professionals, contractors, and other city departments to coordinate inspections, resolve disputes, and ensure timely project delivery.
    • Provide technical expertise and guidance on code interpretation, construction requirements, and design standards.

Relevant Knowledge, Skills, and Abilities:

Knowledge of:
  • Local government operations and municipal engineering processes
  • Principles of civil engineering related to land development, grading, utilities, and transportation
  • Field inspection practices and permitting
  • Public administration and supervisory principles
  • Construction documents, codes, and regulations governing development
  • Conflict resolution techniques and stakeholder engagement

Ability to:
  • Lead and manage technical staff with varying levels of experience
  • Interpret engineering drawings and legal regulations
  • Communicate effectively with internal and external stakeholders
  • Make sound decisions under pressure and in complex field situations
  • Prioritize and organize work in a fast-paced, evolving environment
  • Promote a culture of accountability, safety, and high performance

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major coursework in civil engineering or related engineering field.
  • Three years of full-time professional experience in a related field, including two years in a supervisory/lead role.
  • Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending charges
