Position Information:
Under the general direction of the Fire Marshal, the inspector will perform a variety of routine fire safety inspections of commercial, residential buildings, facilities and sites of public assembly for compliance with state, local codes and ordinances pertaining to fire prevention; to perform technical work involving weed abatement and hazard reduction inspections and fire prevention educational programs; and to perform related duties as assigned. Reviews site plans and fire protection system plans for compliance with fire safety standards; conducts field inspections of projects under construction for compliance with approved plans and specifications; confers with architects, engineers, developers, etc., with regards to projects; enforces fire ordinances and regulations; educates the public on fire safety practices; conducts exterior hazard and defensible space inspections and surveys; performs related work as required. The incumbent works under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.
Examples of Duties

  • Reviews site plans for proposed buildings for compliance with emergency access, fire flow and hydrant requirements;
  • Check plans for code compliance and consult with applicants, architects and developers when required;
  • Research technical problems, analyze various approaches and recommend solutions;
  • Prepare and maintain records and reports;
  • Perform periodic and follow-up inspections of new and existing buildings, structures and installations requiring Fire Department clearances;
  • Reviews non-structural building plans for new and remodeled buildings for compliance with the California Fire/Building Codes, ordinances and policies pertaining to fire safety;
  • Reviews system plans for compliance with applicable systems;
  • Conducts field inspections to verify compliance of work with approved plans;
  • Provide information to the public concerning fire prevention practices and procedures

Typical Qualifications
Education and Work Experience:
  • Equivalent to the completion of the twelfth (12) grade. An Associate's Degree or higher in a related discipline is highly desirable.
  • Two (2) years of experience in a position requiring the ability to read plans, interpret designs of non-structural fire safety elements and fire protection systems in new and remodeled buildings, application of fire codes, laws, regulations and related standards.

License/Certifications Required:
  • Possession and maintenance of a valid California Driver's License.
  • Within twelve (12) months of employment, appointees must successfully obtain an International Code Council Certification as a Fire Inspector 1 and successfully complete the following California Fire Service Training and Education courses: Fire Inspector 1A, 1B, 1C and 1D.
  • On-going maintenance of certifications is required.

Knowledge of:
  • Plan review, fire prevention, fire inspection and public education practices;
  • Laws, regulations and ordinances governing fire protection;
  • Processes utilized to issue fire permits;
  • Methods and materials used in building construction

Ability to:
  • Use computers, PC tablets, smart phone, various software programs, email and internet-based tools to conduct research, create correspondence, create and retrieve reports and manage data input, communicate, organize and maintain scheduled activities;
  • Read building and other types of plans;
  • Read and interpret parcel maps and related property records;
  • Interpret and clearly explain rules and regulations;
  • Analyze problems and prepare clear and concise reports;
  • Work independently on a daily basis to coordinate, schedule and complete inspections

Supplemental Information
Environmental Conditions: Outside environment; exposure to noise and heavy equipment; work in inclement weather conditions; exposure to hazardous materials. When not performing duties in the field, incumbents work in an indoor office setting requiring sitting for extended periods of time with the ability to move at will.

Physical Conditions: Essential functions may require maintaining physical condition necessary for standing, walking, bending, climbing or crouching; strength to lift up to 50 pounds.

The District provides retirement pension benefits through Contra Costa County Employees' Retirement Association (CCCERA.) All employees receive the FRA 414(h) earning equal to 3.91% of base salary, used to reduce the employee's share of retirement contributions. Base salary plus FRA equals the employee's hourly rate.

All employees are responsible to pay 100% of the employee's contribution for retirement as determined by the CCCERA Board. The District will pay the employer's contribution for retirement. Safety employees who are eligible to receive the 3% @ 50 pension benefit plan shall also pay 7% of the employer's contribution.

The District contributes up to $2,605 per month to each employee based on the employee's benefit enrollment level applied to health coverage. District-paid dental and vision programs are available to employees.

Deferred Compensation Savings Plan (457) is available to employees.

American Fidelity voluntary insurances are available to include a Flexible Spending Account (FSA), disability income, critical illness and life insurance.

Employee Assistance Program: A District-paid EAP is available for employees and members of their household.

Retiree Health Savings Account: A District-paid benefit that allows active employees to accumulate assets to pay for health insurance and eligible out-of-pocket medical expenses upon retirement, employment separation, or disability.

The District does not participate in Social Security for regular, full-time employees.

$50,000 Life Insurance Policy paid for by the District with an option to elect additional coverage at the employee's expense.

Employees pay an amount equal to 1.45% of salary toward Medicare. An equal amount is paid by the District.

Leaves: 13 paid holidays annually; 10 hours per month of accrued vacation for under 5 years of service, 8 hours of sick leave accrued per month (unused leave applied to service credit at retirement). Leave time is prorated for employees who work less than 40 hours per week.
