The Iowa Department of Health and Human Services (HHS), Division of Family Well-Being and Protection, Bureau of Child Protective Services is seeking a Social Work Administrator to join our team!
Under the supervision of the Service Area Manager (SAM), this position is one of the managers responsible for administering the Area's social service programs, including child welfare case management services, child protective services, adoptions, licensing, and IV-E. Subordinate supervisors and staff may be based in several counties across the Area.
This position:
Telework up to 2 days per week may be an option for this position if requested by the employee and approved by management but will be in the office a minimum of 3 days per week.
Primary duties include but are not limited to:
This position will be domiciled in Northern Iowa Service Area @ the nearest Full-Time office (Waterloo, Allison, Mason City, Adel, Charles City, Webster City, Marshalltown, Ames, or Fort Dodge) and is responsible for part of the Social Work staff in the Service Area. Telework up to 2 days per week may be an option for this position if requested by the employee and approved by management but will be in the office a minimum of 3 days per week.

This position:
- Ensures conformity to Federal and State performance targets
- Works with line supervisory staff to ensure services are being delivered within standards set by Iowa Code, agency policy, and evidence-based professional practice standards
- Assesses program effectiveness and recommends prospective changes in functions and programs to Service Area Manager and Central Office to meet the Department's mission, goals and identified results
- Ensures that accountable and quality services are uniformly provided to clients
- Utilizes resources
- Develops and implements plans to ensure personnel resources are deployed in the most efficient manner
- Ensures ongoing enhancement of staff's knowledge and skills
- Participates in child welfare budget development
- Helps lead initiative changes affecting Department relationship to the community. This position is required to exercise independent judgment in resolving case-level and local area systemic and social service delivery issues.

- Providing direct supervision to the Area's Social Work Supervisors
- Integrating practice with state policies through policy interpretation and implementation
- Serving as the Area's liaison with Central Office program units
- Participating in the development and implementation of the annual child welfare/juvenile justice plan
- Providing oversight/consultation on local initiatives which seek to improve social work practice to improve self- sufficiency, health, stability, and safety
- Communicating with staff on a catchment, area-wide, ongoing basis through facilitation and/or oversight of service supervisor meetings and service staff meetings
- Monitoring of service implementations on a catchment, area-wide basis to ensure quality provision of services which are directed at meeting the needs of children, families, and adults in a customer-friendly manner
- Researching and/or creating innovative approaches to service delivery to ensure continued quality improvement
- Providing technical assistance to the Service Area Manager (PSE) as needed. Developing and overseeing work groups, in-service training, and staff development opportunities to enhance service delivery
- Reviewing/handling audits, appeals, and constituent complaints to insure prompt and effective manner
- Researching and/or creating innovative approaches to service delivery to ensure continued quality improvement
