Description
San Mateo County Health's Correctional Health Services (CHS) Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician-Correctional Health Services, to provide individual and direct support to a multidisciplinary team. Supervising Mental Health Clinicians are members of the CHS Leadership Team; work with collaborative partners on improving services and service delivery; oversee daily operations and support a multidisciplinary team providing mental health and recovery-based behavioral health services and services provided directly or under contract that include: medication assessment and management, assessment, clinical case management, recovery services, crisis intervention, suicide prevention program and other supportive services to adults with substance use disorders.

The current position is in Correctional Health Services located in Redwood City, with programs and services in both Maguire and Maple Street correctional facilities, and will travel/drive to meet with providers, staff, incarcerated persons, or non-profit organizations, and to attend various meetings. Night and weekend on-call coverage is rotated between leadership members to provide consultation and support for Correctional Health Services programming and staff. This position also requires close coordination with the Sheriff's Office staff, medical care, and community provider agencies to ensure quality services are provided.

This Supervising Mental Health Clinician will supervise and coordinate the work of mental health and substance use professionals, paraprofessionals, technical, and support staff in the delivery of behavioral health services and will provide supervision of specialized complex casework, including assessment, engagement, and counseling provided to individuals in a variety of settings. The Supervising Mental Health Clinician will participate in program planning, implementation, evaluation, and reporting and compliance with contract and regulatory requirement for one or more behavioral health and recovery programs. The Supervising Mental Health Clinician may periodically rotate between different team assignments. The incarcerated population served may have severe and persistent mental health and substance use disorders with other complex needs such as frequent incarcerations, physical health, homelessness, and criminal system issues.

The ideal candidate will possess:
  • Experience in planning, assigning, training, auditing, and supervising the activities of forensic mental health staff and all related activities;
  • Demonstrated ability in providing clinical mental health services to an adult incarcerated population with serious mental illness (SMI) or co-occurring disorders of SMI and substance use disorder (SUD);
  • Successful participation in program planning and development;
  • Experience working in an adult correctional facility;
  • Ability to foster a cohesive team environment;
  • Ability to develop collaborative working relationships in a corrections setting;
  • Experience working with a diverse multi-disciplinary team and incarcerated population;
  • Proficiency in Title 15, National Commission on Correctional Health Care (NCCHC) accreditation standards, Medi-Cal documentation, CalAim, Electronic Health Records, Microsoft Word, and Excel preferred; and
  • Ability to effectively communicate both verbally and in writing.

Additionally, the ideal candidate will possess the following experience, knowledge, skills, and abilities:
  • Knowledge of the San Mateo County System of Care, Memoranda of Understanding (MOUs), and Human Resources policies and practices.
  • Knowledge of HIPAA, CFR 42 regulations, CalAIM initiatives from the Department of Health Care Services, and Medi-Cal documentation requirements.
  • Understanding of legal processes, including court orders, handling subpoenas, and providing courtroom testimony.
  • Experience in case management to ensure continuity of care.
  • Ability to maintain detailed information and statistics related to the incarcerated adult population.
  • Experience with crisis interventions and strong knowledge of 5150 criteria.
  • Ability to provide mental health consultation, education, and training.
  • Ability to participate in administrative and leadership meetings to support overall program planning and review ongoing operations.
  • Availability to provide on-call coverage to forensic mental health (FMH) staff.
  • Ability to assist the FMH Clinical Services Manager in developing and managing forensic mental health services.
  • Experience in recruitment activities, including applicant screening, interviewing, and onboarding.
  • Proven experience supervising clinical staff, with the ability to triage, prioritize, evaluate, and provide treatment for an incarcerated population.
  • Ability to coordinate and collaborate effectively with multidisciplinary teams including medical staff, psychiatry, contracted providers, the courts, the Sheriff's Office, Behavioral Health and Recovery Services, and community-based providers.
  • Ability to establish and maintain objective, professional working relationships with the incarcerated population, colleagues, and the public.

Qualifications
Licensure/Certification: Possession of a current California license in at least one of the following: Clinical Psychology; Clinical Social Worker; or Marriage and Family Therapy.

Security Clearance: This position requires that the applicant obtain and maintain a security clearance as a condition of employment.

  • Basic program management techniques and practices.

  • Techniques of family, individual and group counseling and diagnosis.

Skill/Ability to:
  • Supervise, train and evaluate inter-disciplinary staff.
  • Work collaboratively with other senior professionals in planning and developing programs of a geographic or service unit.
  • Prepare and deliver written and oral reports.
  • Plan, implement and evaluate all operations of a geographic or service unit.
  • Provide treatment to adults and/or children/adolescents with various dysfunctions.
  • Establish and maintain objective working relationships with clients/patients, other professionals, and the public.
  • Evaluate degree of mental disability or emotional distress of patients/clients.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
Education: A Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling.
Experience: Two years of professional post-graduate experience in a mental health setting.
