Primary Function of Organizational Unit

The Budget and Planning Office is responsible for the strategic utilization of institutional resources to meet annual operating, capital and strategic investment needs of the University in compliance with University, UNC System, and State regulations/policies/guidelines.

Primary Purpose of Position

Under the Broad Supervision of the Vice Chancellor for Administration and Finance, the Associate Vice Chancellor for Budget and Financial Planning manages NCCU's operating and capital budgets and long-term financial planning forecasts, and develops, interprets and presents budget and forecast information. The AVC also leads the Budget team, including coaching and development and fostering a culture of partnership and high performance. Additionally, the AVC produces proforma financial models for new investments ideas. The position also assists the Vice Chancellor for Administration and Finance with financial updates for the Board of Trustees and college leadership, as well as supporting special projects as needed.

Required Knowledge, Skills, and Abilities
  • Prior higher education, non-profit, and/or state/local government budget experience is preferred;
  • Experience in addressing and developing organizational-wide budgetary priorities and needs;
  • Familiarity with various budget models;
  • Demonstrated experience in operating and capital budget development and analysis of financial information in a college or other similar nonprofit organization.
  • Proficiency in financial modeling, and variance analysis
  • Strong leadership skills, experience leading knowledgeable subject matter experts, and developing staff;
  • Experience leading complex financial systems and organizations;
  • Experience with an integrated ERP system required; Banner experience preferred.
  • Experience with a budget and planning tool; Anaplan preferred.
  • Proven ability to build strong relationships with internal and external representatives, at varying levels in the organization
  • Advanced knowledge of Microsoft Excel and PowerPoint.
  • Strong interpersonal and communication skills and ability to establish and maintain cooperative and harmonious working relationships with students, faculty and staff;
  • Coalition building and collaboration skills
  • A commitment to collaborative decision making in the workplace;
  • Proven ability to handle sensitive data with discretion
  • Five years or more of supervisory experience


Minimum Education/Experience

Bachelor's degree in a related field is required; Qualifications and Experience: Candidates must have a minimum of 5-7 years of senior-level budget development, implementation, analysis and planning experience in a complex organization. Master's degree preferred.

Primary Responsibilities and Duties

Function
Financial Administration - Budget

Describe the specific tasks and responsibilities related to the function.

Duties include, but are not limited to:
  • Lead the annual operating budget process including engaging with leadership and key budget stakeholders.
    • Develop, control, and manage the budget process utilizing Anaplan.
    • Recommend budgetary policies and practices.
    • Develop and enhance methods and procedures and tools as needed for the preparation of budgets.
    • Lead the annual capital budget process, engage with Facilities and other key stakeholders to ensure critical capital projects are funded.
    • Work closely with the Vice Chancellor for Administration and Finance and others to allocate resources to the highest priorities.
  • Lead the production of current year and multi-year forecasts.
    • Prepare routine revenue and expenditure forecasts as needed. Work with areas of the College to update and revise projections as needed.
    • Produce proforma financial models for strategic investments.
    • Engage with stakeholders and work closely with the Vice Chancellor for Administration and Finance to determine key assumptions.
    • Forecast includes alternative scenarios with full financial statement output and to illustrate financial implications of assumptions, strategy, investments and initiatives.
  • Assist in the creation of presentations for the Vice Chancellor as needed.


Function
Financial Monitoring & Analysis

Describe the specific tasks and responsibilities related to the function.

Duties include, but are not limited to:
  • Monitor budget objectives by analyzing variances and initiating corrective actions as necessary.
  • With Associate Vice Chancellor for Finance/Controller, support quarterly financial reviews with key areas of the college utilizing Argos reports.
  • Review actual performance against budget and communicate results with appropriate management.
  • Meet obligatory reporting to North Carolina's Office of State Budget Management
  • Partner with the Associate Vice Chancellor for Finance/Controller to ensure reconciliations are timely and accurate.
  • Drive development and enhancements of internal management reports in Argos, including job aids to support users.
  • Partner with the Associate Vice Chancellor/Controller and Vice Chancellor for Administration and Finance to reflect as needed any major changes or modifications to the financial data structure in Banner.
  • Provide other analytical support as needed
