Main Purpose of Job

The purpose of this position is to oversee and manage the School-Aged Behavioral Health Programs funded by the Behavioral Health Administration (BHA) for children ages 5 to 18 and their families across the State of Maryland. This position will focus on operational management, program oversight, resource coordination, and interagency collaboration. The program manager will be responsible for ensuring the effectiveness, quality, and sustainability of programs by managing personnel, financial resources, and operational processes. This role also involves liaising with state and local agencies and overseeing the execution of grants and other funding sources aimed at enhancing school-aged behavioral health services.

The position will represent the Behavioral Health Administration (BHA) in a liaison capacity with officials from other child and adolescent federal, state, local and private serving systems. Additionally, this position will also focus on coordination of policy and service provision for this age group, including placement of youth with multiple complex needs, with other child serving agencies and participate in high level interagency coordination. As such this individual will represent BHA on committees/councils. The position is central to BHA's mission to develop and maintain a quality system of care that promotes recovery & resiliency for all Maryland citizens, recognizing that timely access to needed behavioral health services is critical to meeting the needs of this vulnerable age group.

This position is eligible for hybrid telework which is subject to change as necessitated by operations and customer-focused demands.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree and six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level. A Master's degree will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Knowledge of and/or experience with behavioral health systems and services
  • Experience working with grants, contracts, financial resources and complex processes
  • Experience with and/or knowledge of behavioral health conditions affecting this age group, as well as an understanding of the associated support systems, policies and best practices
  • Experience leading a team
