Description
Plans, manages, and oversees the activities/programs of one or more areas within Human Resources, including classification/compensation, recruitment/selection, or leave programs; may also manage and/or supervise a workforce and budget of assigned area.

Examples of Duties
Performs a combination of the following job duties depending on area of assignment
  • Plans, manages, and oversees the activities/programs of one or more areas within Human Resources, including classification/compensation, recruitment/selection, or leave programs
  • Manages the development, interpretation, application, and adherence to established human resources policies and procedures and appropriate governmental laws and regulations
  • Advises management and staff on human resources issues and resolutions or related problems
  • Develops and implements short-range and long-range goals, policies, and procedures
  • Prepares and presents reports to the management, committees, and outside agencies
  • Oversees special studies
  • Represents department at meetings with consultants, public officials, and the public
  • Provides personal and professional development counseling
  • Creates materials to communicate human resource information
  • Analyzes and interprets insurance, general contracts, laws, regulations, and court rulings
  • Oversees the agency's overall compliance in assigned area
  • Manages the preparation or amendment of procurement documents, including SOWs (Statements of Work); evaluates bids/proposals and participates in the selection of qualified bidders/proposers
  • Plans and manages programs in assigned area
  • Interprets and applies labor contract provisions regarding employment, bidding, displacement, and layoff
  • Supervises, trains, and mentors assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education
  • Bachelor's Degree in Business Administration, Public Administration, or a related field; Master's Degree in a related field preferred


Experience
  • Six years of relevant experience or three years of relevant supervisory-level experience in one or more human resources functions; some positions in this class may require specialized experience in area of assignment


Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Relevant HR certification for the area of responsibility, such as PHR (Professional in Human Resources), CCP (Certified Compensation Professional), etc., preferred

Years of Service Annual Accrual
Hire date - 5 years 20 days

Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
