The Associate Vice President for Enrollment Management & Student Success provides strategic leadership to institutional student enrollment and retention planning and effectiveness, management of enrollment and retention related operations and departments, and related data collection and analysis. Major units and responsibilities include Admissions; Registrar, Off-Campus Recruitment, Military Recruitment, Enrollment Support Services, and Academic Advising. The AVP's portfolio includes the Office for Early College Initiatives (a unit of the Office for Admissions) for pre-college pathway efforts.
The AVP is accountable for the effective leadership, determination, coordination, implementation, and monitoring of institutional strategies and the accomplishment of all strategic student enrollment and retention outcomes.
The Associate Vice President also leads long-term, data-informed enrollment planning efforts, using forecasting models, market and demographic analysis, and scenario planning to align with institutional priorities. In collaboration with Institutional Research and Financial Aid, the AVP develops strategies to optimize net tuition revenue, manages the full enrollment funnel (from inquiry to enrollment), and ensures the integration of technological tools-including CRM systems, predictive analytics, and reporting dashboards-to inform decision-making and track progress against goals.
Reporting to the Provost, the Associate Vice President for Enrollment Management & Student Success serves as the chief enrollment management officer. The Associate Vice President is responsible for student recruitment and retention and plays a pivotal role in shaping the university's student body ensuring their success from recruitment through to graduation. The AVP works closely and collaboratively with the Division for Student Affairs and the Office for Strategic Equity Initiatives on student retention efforts and programs.
Responsibilities
The AVP for Enrollment Management & Student Success leads the coordination and cooperation of all units of the University that share a direct role in achieving strategic enrollment and retention objectives. Moreover, the AVP:
Essential duties and roles:
I. Strategic Enrollment Planning and Goal Setting
Leads the university's strategic enrollment planning (SEP) process, including multi-year enrollment forecasting, market demand analysis, and scenario modeling to inform institutional capacity and financial planning. Analyzes market trends and demographic data to identify opportunities for enrollment growth, and utilizes data analytics from national, regional, and institutional sources as well as EOU's online program management and other partners to track enrollment trends. Develops and implements a comprehensive enrollment plan that aligns with the university's strategic plan. Establishes and achieves ambitious enrollment targets for undergraduate, graduate, and online programs. Monitors and analyzes enrollment trends, adjusting strategies as needed to ensure success. Ensures that the operational objectives, policies, and practices for enrollment management align with the strategic plan, mission, vision, values, and goals of EOU.
II. Student Recruitment and Outreach
Serves as chief officer for EOU's student recruitment and retention processes, coordinates and cooperates with Student Affairs and Strategic Equity Initiatives on strategic and holistic retention efforts and practices. Oversees and enhances enrollment funnel management from inquiry to matriculation, including yield optimization strategies, conversion analytics, and targeted outreach based on behavioral and demographic data. Implements targeted outreach and marketing campaigns to attract a diverse student body to meet enrollment targets. Works collaboratively with EOU's online program management partner on aligning student recruitment efforts. Leads innovative recruitment initiatives to attract and retain a diverse student body. Leverage technology, social media, and other modern tools to enhance recruitment efforts. Leads recruitment and marketing outreach efforts that engage regional schools, businesses, and community organizations. Provides executive-level leadership, strategic planning, oversight, and coordination of staff and operational resources in the areas of programming and performance in Admissions (which includes the Early College Initiatives office), Off-Campus Recruitment, and Military Recruitment. Builds partnerships with regional schools, businesses, and community organizations to enhance recruitment and enrollment opportunities. Connects with the Greater Oregon STEM Hub (GO STEM - hosted by EOU), which supports regional STEM education at all levels of primary and secondary schools.
III. Enrollment Support and Operations
Provides executive-level leadership, strategic planning, oversight, and coordination of staff and operational resources in the areas of Enrollment Support Services and the Registrar's Office. Partners with the Office of Financial Aid to develop and implement scholarship and aid leveraging strategies aimed at optimizing net tuition revenue and supporting access, equity, and enrollment targets. Collaborates on strategies to effectively leverage scholarships and waivers to enhance EOU's enrollments. Collaborates with Information Technology, Institutional Research, and Admissions to integrate predictive analytics, business intelligence dashboards, and CRM functionality into enrollment operations to drive data-informed decision-making. Oversees the use of customer relationship management tools in communication and data collection and management. Implements best practices in data collection, analysis, and reporting to enhance decision-making and performance.
IV. Student Retention and Success
Coordinates and cooperates with the Division of Student Affairs and the Office for Strategic Equity Initiatives on strategic and holistic retention efforts and practices. Leads EOU's efforts to assess, enhance, and maintain a comprehensive enrollment and retention management plan for managing enrollments to optimize capacity in alignment with the strategic academic plan of EOU. Collaborates with units of the Division of Student Affairs and the Office for Strategic Equity Initiatives to assure continuity of strategic initiatives impacting student enrollment and student experience. Promotes collaboration with all units of EOU, particularly Academic Affairs, to support student learning and student success. Ensures that advising services are student-centered and effectively support student retention, progression, and graduation. Coordinates online student retention activities with EOU's online program management partner. Enhances, assesses, and leads the implementation of a strategy and operational practices related to student success. Promotes positive student relations by maintaining effective lines of communication with student leaders and being a strong advocate for the non-academic, extracurricular, and co-curricular needs of students. Serves on various committees and focus teams that further the success of student recruitment and retention.
V. Community and Academic Partnerships
Collaborates with academic departments to ensure program offerings meet regional workforce needs and student demand. Builds strategic partnerships with the faculty, and others, both on and off campus to facilitate institutional understanding that enrollment and retention are campus-wide responsibilities. Serves as an advocate for higher education in the community, state, region, and nation.
VI. Operational Oversight and Compliance
Provides broad oversight for the budgets developed and managed by each unit director.
Monitors institutional policies and practices to ensure compliance with relevant state and federal laws and mandates. Reports on recruitment and marketing strategies and results, enrollment trends, and other key indicators to the President, President's Cabinet, Provost, Board of Trustees, the faculty and staff, and other audiences.

- Researches, formulates and implements state of the art strategies that ensure that strategic enrollment and retention goals are achieved as articulated in the university's strategic plan.
- Implements best practices and strategies that meet enrollment and retention goals, enforce policies and procedures leading to successful recruitment and retention, and provides the support and training needed for staff resources to succeed in achieving their shared goals.

Minimum Qualifications
Education:
- Bachelor's degree in higher education administration, educational leadership, business administration, or a related discipline.
Five (5) or more years of successful professional experience in the following:
- Extensive senior-level student enrollment and retention management or closely related experience.
- Proven record of substantial enrollment leadership in higher education.
- A history of decisive and innovative leadership, including through the effective management of staff and financial and physical resources oriented toward an organization's goals.
- Proven ability for strategic and creative approaches to defining, aligning and committing multiple units to larger shared goals.
- A demonstrated commitment to student success, inclusion and building strong student experiences.
- Demonstrated ability to work with numerous constituencies including students, faculty, senior administrators and staff to meet critical business objectives in a regional public university.
- Strong analytical, strategic planning, and problem-solving skills, with the ability to interpret data for decision-making and continuous improvement.
- Competent in budgeting, financial controls and fiscal accountability.
- Emotionally mature and self-awareness of personal strengths and limitations.
- Excellent communication, interpersonal, and relationship-building skills, with a professional representation of the university.
- Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.

Preferred Qualifications
Education:
- Masters or Ph.D./Terminal degree in higher education administration, educational leadership, business administration, or a related discipline.
Certifications/Licenses:
- Project Management, Data Analysis and Institutional Research
Seven (7) or more years of successful experience:
- Senior-level enrollment management, with a track record of successful recruitment strategies that align with organization's mission, culture, and strategic and aspirational goals.
- Familiarity with the Oregon higher education or similar post-secondary systems/ institutions to foster partnerships and support transfer student initiatives.
