TITLE: Global Trade Compliance Director - Corporate

LOCATION: Irving, TX

REPORTS TO: Vice President of Logistics

Responsibilities

  • Serve in a centralized, advisory role to PrimeSource Building Products for North American imports and exports
  • Manage and lead trade compliance manager and US Import Operations team
  • Resolve any trade compliance issues that have been escalated from business
  • Implement and manage required procedures and systems in response to new tariffs
  • Develop, continuously improve, and implement standardized, global trade processes, policies, procedures, manuals and systems addressing compliance with all US import and export compliance laws and regulations applicable to [US, North American, Global] BUs engaged in [importing and exporting] activities, including, but not limited to, those requirements administered by [U.S. Customs & Border Protection, the Bureau of Industry and Security, the Bureau of the Census, the Directorate of Defense Trade Controls, the Food and Drug Administration, other US government agencies regulating imports and exports, and similar foreign government regulatory authorities, as applicable.
  • Work with legal, import and trade compliance managers to implement and periodically review import and export policies, processes, and procedures at the BU level, and implement improvements as needed.
  • Constantly review and assess import and export transaction data declared to government authorities
  • Identify risks associated with import and export operations, and opportunities for cost-savings and strategic participation in various government initiatives and global trade programs.
  • Coordinate with other corporate function leads to ensure global trade compliance and planning are considered during pertinent business decisions, such as merger and acquisition activities, sourcing planning, new product development planning, ERP planning, transfer pricing planning, process development by other functions that impact global trade processes, etc.
  • Anticipate current and future global trade compliance and opportunity needs for PrimeSource. Work with corporate and BU personnel to determine global trade budgets in accordance with PrimeSource's budgeting activities. Track spend and activity to budget.
  • Lead coordination, development, and communication of information regarding global trade relations and import/export regulatory activity, both US and non-US, that potentially impact PrimeSource's global trade compliance and opportunities. Remain informed of global trade issues and communicate to BU trade compliance managers as well as corporate management any import/export issues that may impact the company's business (e.g., changes in regulations, new import/export trends, etc.).
  • Develop and maintain standardized SOPs for PrimeSource's self-filing processes (including ongoing evaluation of software and tools) and any external customs brokers and freight forwarders providing services to PrimeSource. Conduct periodic customs broker and freight forwarder assessments.
  • Centrally manage the issuance, maintenance, and revocation of all Powers of Attorney issued to customs brokers and freight forwarders on behalf of PrimeSource.
  • Work with BU trade compliance resources to develop, maintain, and implement import/export training schedule and materials for all BUs. Develop, maintain, and implement awareness training schedule and materials for corporate personnel.
  • Develop and maintain corporate Intranet site for global trade that makes available to all corporate and BU personnel, as appropriate, all PrimeSource global trade compliance guidance materials and trade compliance links and resources. Centrally manage trade compliance guidance resources used by the BUs.
  • Centrally track and maintain all rulings, advisory requests, licenses, and certifications issued to PrimeSource BUs by import and export regulatory authorities.
  • Centrally monitor all disclosure activities undertaken by the BUs.
  • Centrally monitor and maintain all customs bonds.
  • Work with BU trade compliance resources and corporate management to develop global trade goals and metrics.
  • Interface with BU trade compliance resources and government authorities, as needed.


Required Experience / Qualifications

  • 12+ of experience managing an import / export operations department of a major corporation or similar duration of consulting experience with hands-on operational experience.
  • Thorough knowledge of and experience with the U.S. Customs & Border Protection regulations, Export Administration Regulations, Foreign Assets Control Regulations, and International Traffic in Arms Regulations.
  • Practical knowledge of 301, 232, IEEPA and reciprocal tariffs
  • Practical knowledge of USMCA and other US trade agreements
  • Success in implementing supply chain and compliance strategies across functions
  • BA/BS Degree
  • MBA/MA/MS/JD preferred
  • Licensed U.S. customs broker or Certified U.S. Import Compliance Officer preferred
  • Strong leadership, presentation, and communication skills.
  • Ability to develop internal and external relationships.
  • Self starter.
  • Detail-oriented with the ability to handle multiple priorities.
  • Proficient in Microsoft Word, Excel, PowerPoint, Access, and Teams.
  • Experience with SAP and the use of technology, including self-filing ABI systems, to manage global trade.
  • Willingness to travel 15%.
