POSITION PURPOSE:

The Quality Control Manager provides quality control program development and implementation support including the development and evaluation of quality procedures and instructions for projects, coaching and mentoring quality control staff, supporting the Business Line Operations and Project Managers with Project Start-up, Execution and Close-out activities and continuing the development and alignment of the corporate Quality Program with the North Wind Business Lines.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Coach, mentor and manage quality control resources to ensure compliant delivery on projects.
  • Prepare and review quality plans, procedures, and other associated documents to support projects.
  • Develop and flow down corporate quality programs to the business line, when and where appropriate.
  • Develop and monitor metrics, identify negative trends and prepare and implement corrective actions to ensure continuous improvement at the project and program level.
  • Develop lessons learned, nonconformance reports (NCRs) and corrective action reports (CARs) when necessary and follow implementation, where appropriate.
  • Support and interface with the Operations Manager, Project Managers, company senior managers, and senior client personnel.
  • Interface and work with regulators, if needed.
  • Support development and implementation of North Wind programmatic QA initiatives.
  • Develop and provide quality-related project training.
  • Perform regular assessments of projects to verify conformance to requirements.
  • Function as lead consultant for technical quality questions.
  • Serve as project level quality control manager to cover gaps.

ADDITIONAL DUTIES AND RESPONSIBILITIES:
  • Provide collateral duties as required when needed.

MINIMUM QUALIFICATIONS:

Education and Experience:
  • High School diploma or equivalent.
  • Minimum of 15 years' experience with at least 10 years of direct quality management duties for federal clients.
  • Must have completed the course entitled "Construction Quality Management (CQM) for Contractors" and maintain a current CQM certificate.

Skills and Abilities:
  • Possess a working knowledge of Adobe Pro, SharePoint, Microsoft Excel, Outlook, PowerPoint, and Word.
  • High level proficiency of written and verbal communication required. Must be well organized and be able to work independently with minimal direction.
  • Good understanding of applicable construction laws for local, state, and federal regulatory requirements.
  • Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from client, managers, staff and the general public.
  • Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and client, including a high degree of sensitivity regarding confidential client and employee information.
  • Ability to advocate and enforce Company policies, procedures, and employee programs.
  • Experience implementing applicable quality requirements including USACE CQM or other relevant Quality Management Systems.
  • Working knowledge of Quality processes including root cause analyses, trending, non-conformances, corrective actions, inspections, testing, auditing, and procurement.
  • Understanding of QA recordkeeping and retention policies.
  • Ability to plan, supervise, and manage QA/QC resources within business lines.
  • Ability to provide training to technical and nontechnical personnel.
  • Demonstrated expertise in using construction-oriented management information systems, such as the Corps' Resident Management System (RMS), NAVFAC's WEB CM system (eCMS), Submittal Exchange, and/or Procore.
  • Skills relating to reading, interpreting, and applying contract requirements such as Unified Facilities Guide Specifications, FAR clauses, technical codes, and standards, etc.

Special Requirements:
  • Valid Driver's License.
  • Must be able to pass pre-employment background check and drug screening.
  • Applicants are required to have REAL ID ACT-compliant documentation at the time of hire and nothing on record that would prohibit you from gaining access to military installations.
  • Travel up to 50% (includes local travel if working directly on a project) but may occasionally exceed when necessary.
  • Ability to obtain and maintain security clearance.

PREFERRED QUALIFICATIONS:
  • A graduate of a four-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science. Other equivalent degrees would also be considered.
  • PE license desirable.
  • ICC/IBC Inspector Certification desirable.

PHYSICAL DEMANDS:
  • Must be able to stand and walk for prolonged periods of time. The position will include prolonged periods of sitting in order to perform administrative duties.
  • Use of stairs, ladders and fall protection may be required.
  • 20/20 vision with or without correction.

WORKING ENVIRONMENT:
  • The position will require work to be performed indoors and outdoors. The employee will be exposed to various weather conditions. Other hazards include, but are not limited to working near heavy equipment, noise hazards, chemicals, cleaning products, asbestos, lead-based paint, contaminated soil and road traffic.
